About the Position

The Legal Empowerment and Communication Specialist will play a pivotal role in supporting Objective 2 of the rule of law program in Mali. This specialist will focus on enhancing access to justice, promoting legal literacy, and advocating for the rights of marginalized communities. Working within a small and dynamic team, the specialist will integrate expertise in law, communication, and advocacy to effectively engage stakeholders and empower justice seekers across Mali.  

Responsibilities

  • Development of Informational Materials: Collaborate with local partners and stakeholders to develop clear, accessible, and culturally relevant informational materials, such as legal fact sheets and glossaries of legal terms. Ensure that materials are tailored to diverse audiences and address language and literacy barriers effectively. 
  • Community Engagement and Dialogue Sessions: Plan and facilitate community engagement and dialogue sessions to provide a platform for meaningful input from community members on legal issues. Employ strong communication and facilitation skills to foster open dialogue, ensuring that all voices are heard and respected. 
  • Training and Capacity Building: Coordinate training programs for traditional/informal authorities, legal professionals, civil society organizations, and law students on topics such as alternative dispute resolution (ADR), procedural justice, and human rights. Use advocacy skills to promote the importance of legal empowerment and encourage participation in training initiatives. 
  • Radio Broadcasts and Public Awareness Campaigns: Work closely with radio partners to produce informative programs aimed at enhancing public awareness of procedural justice, human rights, and the role of different justice institutions. Develop engaging content and interactive formats to stimulate dialogue and encourage community participation. 
  • Communication Work: Collaborate with the press and media outlets to cover major activities for the entire project. Contribute to drafting and reviewing success stories to highlight the impact of the program. Develop press materials, such as press releases and media briefings, to disseminate key messages and raise awareness of project initiatives. 
  • Advocacy and Policy Influence: Advocate for policy changes and legal reforms to enhance access to justice and protect the rights of marginalized communities. Utilize strong advocacy skills to mobilize stakeholders, raise awareness of key issues, and influence decision-making processes at local, regional, and national levels. 
  • Collaboration with Law Schools and Legal Clinics: Forge partnerships with law schools and legal clinics to develop practical training programs for law students and provide essential legal services to underserved communities. Advocate for the integration of legal empowerment principles into academic curricula and clinical practice. 
  • Grants activities: Monitor and evaluate grant projects implemented by CSO grantees, ensuring compliance with grant agreements, timely reporting, and effective utilization of funds to achieve project objectives. Provide technical support and capacity-building assistance to CSOs, focusing on enhancing their technical, organizational, and institutional capacities. 
  • Monitoring and Evaluation: Contribute to the evaluation of the impact of legal empowerment initiatives through listening clubs, focus groups, and surveys. Use findings to inform programmatic adjustments and advocacy strategies, ensuring that interventions are responsive to community needs and contribute to long-term systemic change.

Qualifications 

The Legal Empowerment and Communication Specialist will possess a strong background in law, with demonstrated expertise in communication, advocacy, and community engagement. Exceptional interpersonal skills and cultural sensitivity are essential, along with the ability to effectively navigate complex legal and political landscapes. The specialist should demonstrate a commitment to social justice and human rights, coupled with a proactive and innovative approach to addressing systemic barriers to access to justice. Advanced analytical skills and proficiency in monitoring and evaluation are highly desirable, as is experience in developing and implementing advocacy campaigns. 

  • Advanced Degree (Master's or equivalent) in law, international relations, communications, human rights, or a related field. 
  • Minimum of 7 years of experience in legal empowerment, communication, and advocacy, preferably in the context of human rights, social justice, or development projects. 
  • Strong understanding of legal frameworks, human rights principles, and issues related to gender equality, social inclusion, and access to justice. 
  • Proven track record in developing and implementing communication strategies, including content creation, media relations, and community engagement initiatives. 
  • Experience working with marginalized communities, survivors of human rights abuses, and civil society organizations to promote legal literacy and awareness. 
  • Excellent writing and editing skills, with the ability to translate complex legal concepts into clear, accessible language for diverse audiences.
  • Fluency in French and English (both written and spoken) is required, with proficiency in local languages spoken in Mali considered an asset.
  • Ability to work effectively in multicultural and multidisciplinary teams, with a commitment to diversity, equity, and inclusion.
  • Strong analytical skills, with the ability to conduct research, analyze data, and evaluate the impact of communication and advocacy efforts.
  • Demonstrated ability to manage multiple tasks simultaneously, prioritize workload, and meet deadlines in a fast-paced environment.

Le Spécialiste de l'Autonomisation Juridique avec Expertise en Communication et Plaidoyer jouera un rôle essentiel dans le soutien de l'Objectif 2 du programme de l'État de droit au Mali. Ce spécialiste se concentrera sur l'amélioration de l'accès à la justice, la promotion de l'alphabétisation juridique et la défense des droits des communautés marginalisées. Travaillant au sein d'une équipe réduite et dynamique, le spécialiste intégrera une expertise en droit, en communication et en plaidoyer pour engager efficacement les parties prenantes et autonomiser les chercheurs de justice à travers le Mali. Les principales responsabilités comprennent : 

  • Développement de Matériel Informatif : Collaborer avec des partenaires locaux et des parties prenantes pour développer des documents informatifs clairs, accessibles et culturellement pertinents, tels que des fiches d'information juridique et des glossaires de termes juridiques. Veiller à ce que les documents soient adaptés à des publics diversifiés et qu'ils abordent efficacement les barrières linguistiques et d'alphabétisation. 
  • Engagement Communautaire et Sessions de Dialogue : Planifier et faciliter des sessions d'engagement communautaire et de dialogue pour offrir une plateforme permettant une contribution significative des membres de la communauté sur les questions juridiques. Utiliser des compétences solides en communication et en facilitation pour favoriser un dialogue ouvert, en veillant à ce que toutes les voix soient entendues et respectées. 
  • Formation et Renforcement des Capacités : Coordonner des programmes de formation pour les autorités traditionnelles/informelles, les professionnels du droit, les organisations de la société civile et les étudiants en droit sur des sujets tels que les mécanismes alternatifs de résolution des conflits (MARC), la justice procédurale et les droits de l'homme.   • Émissions Radio et Campagnes de Sensibilisation du Public : Travailler en étroite collaboration avec des partenaires radio pour produire des programmes informatifs visant à accroître la sensibilisation du public à la justice procédurale, aux droits de l'homme et au rôle des différentes institutions judiciaires. Développer un contenu attrayant et des formats interactifs pour stimuler le dialogue et encourager la participation communautaire. 
  • Travail de Communication : Collaborer avec la presse et les médias pour couvrir les principales activités de l'ensemble du projet. Contribuer à la rédaction et à la révision de success stories pour mettre en évidence l'impact du programme. Développer des documents de presse, tels que des communiqués de presse et des dossiers de presse, pour diffuser les messages clés et sensibiliser aux initiatives du projet. 
  • Plaidoyer et Influence Politique : Plaider en faveur de changements de politique et de réformes juridiques pour améliorer l'accès à la justice et protéger les droits des communautés marginalisées. Utiliser des compétences en plaidoyer pour mobiliser les parties prenantes, sensibiliser aux questions clés et influencer les processus décisionnels aux niveaux local, régional et national. 
  • Collaboration avec les Facultés de Droit et les Cliniques Juridiques : Forger des partenariats avec les facultés de droit et les cliniques juridiques pour développer des programmes de formation pratiques pour les étudiants en droit et fournir des services juridiques essentiels aux communautés défavorisées. Plaider en faveur de l'intégration des principes d'autonomisation juridique dans les programmes académiques et la pratique clinique. 
  • Activités liées aux subventions : Surveiller et évaluer les projets de subventions mis en œuvre par les bénéficiaires de subventions des OSC, en veillant au respect des accords de subvention, à la production en temps opportun de rapports et à l'utilisation efficace des fonds pour atteindre les objectifs du projet. Fournir un soutien technique et une assistance au renforcement des capacités des OSC, en mettant l'accent sur le renforcement de leurs capacités techniques, organisationnelles et institutionnelles. 
  • Suivi et Évaluation : Contribuer à l’évaluation de l'impact des initiatives d'autonomisation juridique par le biais de clubs d'écoute, de groupes de discussion et d'enquêtes. Utiliser les résultats pour informer les ajustements programmatiques et les stratégies de plaidoyer, en veillant à ce que les interventions répondent aux besoins de la communauté et contribuent à un changement systémique à long terme. 

Profil du Titulaire du Poste : 

Le Spécialiste de l'Autonomisation Juridique avec Expertise en Communication et Plaidoyer possédera une solide formation en droit, avec une expertise démontrée en communication, en plaidoyer et en engagement communautaire. Des compétences interpersonnelles exceptionnelles et une sensibilité culturelle sont essentielles, ainsi que la capacité à naviguer efficacement dans des paysages juridiques et politiques complexes. Le spécialiste devra faire preuve d'un engagement en faveur de la justice sociale et des droits de l'homme, associé à une approche proactive et innovante pour surmonter les obstacles systémiques à l'accès à la justice. Des compétences analytiques avancées et une maîtrise du suivi et de l'évaluation sont fortement souhaitables, tout comme une expérience dans le développement et la mise en œuvre de campagnes de plaidoyer. 

  • Diplôme d’études supérieures (Master ou équivalent) en droit, relations internationales, communication, droits de l'homme ou dans un domaine connexe. 
  • Minimum de 7 ans d'expérience dans l'autonomisation juridique, la communication, et le plaidoyer de préférence dans le contexte des droits de l'homme, de la justice sociale ou des projets de développement. 
  • Solide compréhension des cadres juridiques, des principes des droits de l'homme et des questions liées à l'égalité des sexes, à l'inclusion sociale et à l'accès à la justice. 
  • Solide expérience dans l'élaboration et la mise en œuvre de stratégies de communication, y compris la création de contenu, les relations avec les médias et les initiatives d'engagement communautaire. 
  • Expérience de travail avec des communautés marginalisées, des survivants d'abus des droits de l'homme et des organisations de la société civile pour promouvoir la littératie juridique et la sensibilisation. 
  • Excellentes compétences en rédaction et en édition, avec la capacité de traduire des concepts juridiques complexes en langage clair et accessible pour des publics divers. 
  • Maîtrise du français et de l'anglais (écrit et parlé), avec une connaissance pratique des langues locales parlées au Mali considérée comme un atout.
