Overview:  

As the Information Technology (IT) Advisor for the USAID Sariya Bato project, you will be responsible for providing strategic guidance and technical expertise on information technology (IT) initiatives to support the project's objectives. You will work closely with the Component 1 team leader and other project stakeholders to establish processes for the computerization of courts, intranet at the Ministry of Justice and its central services, Ministry of Justice Portal, and human resources. Your role will involve designing and implementing IT solutions, overseeing system upgrades, and ensuring the effective use of technology to enhance project efficiency and impact. 

Key Responsibilities: 

  • Collaborate with the Component 1 team leader to develop strategies for the computerization of courts, intranet development, and the Ministry of Justice Portal, ensuring alignment with project objectives and priorities. 
  • Assess existing IT systems and infrastructure within the Ministry of Justice and identify opportunities for improvement and modernization. 
  • Design and implement IT solutions to support project activities, including the development of case management systems, digital platforms, and data management tools. 
  • Provide technical guidance and support to project staff and partners on IT-related issues, ensuring that IT systems are effectively utilized and maintained. 
  • Oversee the implementation of IT projects, including system upgrades, software installations, and network enhancements, to ensure smooth and efficient operation. 
  • Develop and maintain IT policies and procedures to ensure compliance with project requirements and best practices in IT governance and security. 
  • Monitor IT performance and evaluate the effectiveness of IT systems and processes, making recommendations for improvements as needed. 
  • Stay informed about emerging technologies and IT trends relevant to the project, and advise project stakeholders on their potential applications and implications. 
  • Collaborate with external IT vendors and consultants as needed to procure IT products and services, ensuring value for money and adherence to project standards. 
  • Provide training and capacity building support partners on IT-related topics, fostering a culture of digital literacy and innovation. 

Qualifications: 

  • Bachelor's or Master's degree in information technology, computer science, or a related field. 
  • At least 7 years of professional experience in IT management or consulting, with a focus on system design, implementation, and project management. 
  • Strong technical skills in IT infrastructure, including network administration, server management, and database administration. 
  • Experience with software development and programming languages, such as Java, Python, or SQL, is highly desirable. 
  • Knowledge of IT governance frameworks and standards, such as ITIL, COBIT, and ISO 27001, and experience implementing IT policies and procedures. 
  • Excellent communication and interpersonal skills, with the ability to effectively engage with stakeholders at all levels and translate technical concepts into non-technical language. 
  • Strong analytical and problem-solving abilities, with a demonstrated ability to identify and address complex IT challenges. 
  • Ability to work independently and collaboratively in a fast-paced, multicultural environment, with a commitment to meeting deadlines and delivering high-quality results. 
  • Fluency in French is required; proficiency in English or other relevant languages is an advantage.
