About the Position

We are seeking a dedicated and experienced individual to join our team (Objective 4) as a Human Rights, Gender, and Social Inclusion Specialist. In this role, you will lead efforts to strengthen the capacity of justice sector institutions in Mali, focusing on addressing human rights violations, prosecuting perpetrators, and supporting survivors, particularly in the areas of trafficking in persons, hereditary slavery, and gender-based violence. If you are passionate about promoting human rights, gender equality, social inclusion, and have a strong background in capacity building and training, we encourage you to apply. 

Responsibilities

  • Collaborate with the Team Leader to design, implement, and oversee a comprehensive capacity-building program aimed at enhancing the capabilities of justice sector institutions in Mali to effectively manage human rights cases, prosecute violators, and provide support to survivors, with a specific focus on trafficking in persons (TIP), descent-based slavery (DBS), gender-based violence (GBV), and gender and social inclusion issues. 
  • Develop detailed training plans and materials in partnership with the National Institute of Judicial Training (INFJ) to deliver targeted capacity-building sessions for police officers, gendarmes, prosecutors, and judges, encompassing areas such as victim-sensitive case management, gender-responsive approaches, and adherence to international human rights standards. 
  • Conduct thorough needs assessments and analysis to identify gaps and challenges within the justice sector, particularly concerning gender and social inclusion, and tailor capacity-building initiatives to address these specific needs, ensuring inclusivity and sensitivity to the diverse backgrounds and experiences of survivors. 
  • Establish and maintain strong partnerships with relevant stakeholders, including government institutions, civil society organizations (CSOs), and international agencies, to facilitate collaboration, information sharing, and coordination of efforts in advancing human rights and justice sector reforms. 
  • Monitor and evaluate the effectiveness and impact of capacity-building activities through robust data collection, analysis, and reporting mechanisms, identifying best practices, lessons learned, and areas for improvement, with a particular emphasis on gender mainstreaming and social inclusion. 
  • Provide technical assistance and mentorship to justice sector actors in implementing newly acquired skills and knowledge, offering ongoing support and guidance to ensure the sustainability and long-term impact of capacity-building interventions. 
  • Advocate for policy and legislative reforms to strengthen legal frameworks and institutional mechanisms for the protection of human rights, with a specific focus on gender equality, non-discrimination, and social justice, actively engaging with key decision-makers and stakeholders at national and local levels. 
  • Contribute to the development and dissemination of knowledge products, including research papers, policy briefs, and training manuals, to share insights, good practices, and innovative approaches in promoting human rights, gender equality, and social inclusion within the justice sector. 
  • Represent the organization in relevant forums, workshops, and conferences to raise awareness, share expertise, and foster dialogue on human rights issues, advocating for the rights and dignity of survivors, marginalized communities, and vulnerable populations. 
  • Monitor and evaluate grant projects implemented by CSO grantees, ensuring compliance with grant agreements, timely reporting, and effective utilization of funds to achieve project objectives. 
  • Manage small grants to support CSOs in producing evidence-based human rights reports aimed at raising awareness, advocating for justice, and holding perpetrators accountable, as well as supporting investigative journalists in uncovering specific cases and systemic issues related to human rights violations. 
  • Enhance the technical capacity of CSOs to carry out documentation-based advocacy for justice, accountability, and redress, through training on national and international human rights standards, data collection methodologies, and collaborative advocacy techniques. 
  • Provide technical support and capacity-building assistance to CSOs, focusing on enhancing their technical, organizational, and institutional capacities to effectively advocate for human rights, gender equality, and social inclusion, and to deliver quality services to survivors and vulnerable populations. 
  • Strengthen the ability of government institutions (including the newly created National Directorate of Human Rights – DNDH), the Counter-Trafficking in Persons Committee (C-TIPC), and the National Human Rights Commission – CNDH) and CSOs to counter human rights abuses, with a focus on addressing TIP, slavery, and GBV through comprehensive training, learning plans, and human rights reporting initiatives. 
  • Develop and implement a collaborative referral network involving key stakeholders to ensure coordinated responses to reported cases of human rights abuses, providing victims with necessary support and redress. 

Qualifications

  • Advanced degree (Master's or equivalent) in law, human rights, international relations, social sciences, or a related field, with specialized training or certification in gender studies, social inclusion, or similar areas preferred. 
  • Minimum of 7 years of progressive experience in human rights advocacy, capacity building, and technical assistance, with a focus on justice sector reform, gender equality, and social inclusion, preferably in conflict or post-conflict settings. 
  • Extensive experience as a trainer including in training of trainers. 
  • In-depth knowledge of international human rights standards, legal frameworks, and mechanisms related to trafficking in persons, slavery, gender-based violence, and gender equality, coupled with a solid understanding of the challenges and opportunities for promoting justice and accountability within diverse cultural contexts. 
  • Proven expertise in designing, implementing, and evaluating capacity-building and training programs for justice sector actors, including police, prosecutors, judges, and legal professionals, with a demonstrated ability to integrate gender-responsive and rights-based approaches into training curricula and methodologies. 
  • Strong analytical and problem-solving skills, with the ability to conduct thorough needs assessments, identify key priorities, and develop strategic interventions to address gaps and challenges in human rights protection and access to justice, particularly for marginalized and vulnerable groups. 
  • Excellent communication and interpersonal skills, with the ability to build and maintain effective partnerships with government agencies, civil society organizations, donors, and other stakeholders, fostering collaboration, trust, and mutual respect. 
  • Proven track record of delivering high-quality technical assistance, mentorship, and support to justice sector institutions and CSOs, including expertise in gender mainstreaming, social inclusion, and participatory approaches to programming and advocacy. 
  • Fluency in French (both written and spoken) is required, with proficiency English and in local languages spoken in Mali considered an asset. 
  • Strong commitment to human rights principles, gender equality, and social justice, with a demonstrated passion for promoting the rights and dignity of survivors of human rights abuses and marginalized communities, and a willingness to work in challenging and dynamic environments. 
  • Flexibility to travel within Mali and work remotely as needed.

  • Gérer les subventions fournies aux bénéficiaires afin de soutenir les OSC dans la production de rapports sur les droits de l'homme fondés sur des preuves visant à sensibiliser, à plaider pour la justice et la reddition des comptes, ainsi que pour soutenir les journalistes d'investigation dans la découverte de cas spécifiques et de problèmes systémiques liés aux violations des droits de l'homme. 
  • Renforcer les capacités techniques des OSC à mener des plaidoyers basés sur la documentation pour la justice, la responsabilisation et le redressement, grâce à une formation sur les normes nationales et internationales des droits de l'homme, les méthodologies de collecte de données et les techniques de plaidoyer collaboratif. 
  • Fournir un soutien technique et une assistance au renforcement des capacités des OSC, en mettant l'accent sur le renforcement de leurs capacités techniques, organisationnelles et institutionnelles pour plaider efficacement en faveur des droits de l'homme, de l'égalité des sexes et de l'inclusion sociale, et pour fournir des services de qualité aux survivants et aux populations vulnérables. 
  • Renforcer les capacités des institutions gouvernementales (notamment la Direction nationale des Droits de l’Homme, le Comité national de coordination de la lutte contre la traite des personnes et le trafic illicite des migrants, ainsi que de la Commission Nationale des Droits de l’Homme) et des OSC à contrer les abus des droits de l'homme, en mettant l'accent sur la lutte contre la TdP, l'esclavage et les VBG grâce à une formation complète, des plans d'apprentissage et des initiatives de rapport sur les droits de l'homme. 
  • Développer et mettre en œuvre un réseau de renvoi collaboratif impliquant les parties prenantes clés pour assurer des réponses coordonnées aux cas signalés d'abus des droits de l'homme, en fournissant aux victimes le soutien nécessaire et le redressement. 

  

Profil du titulaire du poste : 

  • Diplôme d’études supérieures (Master ou équivalent) en droit, droits de l'homme, relations internationales, sciences sociales ou dans un domaine connexe, avec une formation spécialisée ou une certification en études de genre, en inclusion sociale ou dans des domaines similaires préférée. 
  • Minimum de 7 ans d'expérience dans la défense des droits de l'homme, le renforcement des capacités et l'assistance technique, avec une expérience dans la réforme du secteur de la justice, l'égalité des sexes et l'inclusion sociale, de préférence dans des contextes de conflit ou post-conflit. 
  • Expérience approfondie en qualité de formateur, y compris celle de formateur des formateurs.  
  • Connaissance approfondie des normes internationales en matière de droits de l'homme, des cadres juridiques et des mécanismes liés à la traite des personnes, à l'esclavage, à la violence basée sur le genre et à l'égalité des sexes, ainsi qu'une solide compréhension des défis et des opportunités pour promouvoir la justice et la responsabilité dans des contextes culturels divers. 
  • Expertise avérée dans la conception, la mise en œuvre et l'évaluation de programmes de renforcement des capacités pour les acteurs du secteur de la justice, avec une capacité démontrée à intégrer des approches réactives aux questions de genre et des droits de l'homme dans les programmes de formation et de plaidoyer.
