About the Position 

Dexis seeks an Anti-Corruption and Justice System Integrity Specialist t to support the five-year USAID/Mali Sariya Bato program. The project period of performance is February 14, 2024 to February 13, 2029. This is a full-time national position based in Bamako, Mali 

Responsibilities: 

  • Strategic Planning and Policy Development: 
    • Coordinate the development and implementation of strategies to promote integrity and combat corruption within the justice system. 
    • Provide technical expertise in the formulation of policies, legislative reforms, and institutional strengthening to enhance the integrity and effectiveness of justice sector institutions. 
    • Collaborate with key stakeholders to ensure alignment of anti-corruption initiatives with national priorities and international standards. 
  • Capacity Building and Training: 
    • Conduct assessments to identify capacity gaps within justice sector institutions related to integrity and anti-corruption measures. 
    • Develop and deliver training programs for judicial personnel (especially the anti-corruption court with national jurisdiction), government officials, and civil society actors on anti-corruption laws, investigative techniques, and ethical standards.  
    • Provide mentorship and technical assistance to strengthen the capacity of justice sector professionals in promoting integrity and accountability. 
  • Court Improvement and Oversight Mechanisms: 
    • Support the establishment and strengthening of oversight mechanisms to prevent corruption and promote transparency within the justice system. 
    • Collaborate with relevant stakeholders to develop and implement Court Improvement Plans focused on enhancing integrity, case management, and accessibility. 
    • Provide technical assistance to improve the functionality and efficiency of anti-corruption courts and specialized judicial units. 
  • Public Awareness and Advocacy: 
    • Develop and implement public awareness campaigns to educate citizens about the negative impacts of corruption and the importance of promoting integrity within the justice system. 
    • Advocate for reforms and policy changes to strengthen anti-corruption measures and enhance transparency and accountability in the administration of justice. 
    • Foster partnerships with civil society organizations, media outlets, and community leaders to mobilize support for anti-corruption initiatives. 
  • Monitoring and Evaluation: 
    • Contribute to establish monitoring mechanisms to track progress and assess the impact of anti-corruption interventions within the justice system. 
    • Collect and analyze data on corruption-related cases, public perceptions of corruption, and the effectiveness of integrity-building measures. 
    • Prepare reports and recommendations for stakeholders based on findings from monitoring and evaluation activities. 

Qualifications: 

  • Bachelor's or Master's degree in law, political science, criminology, or a related field. Master’s degree preferred. 
  • Extensive experience (at least 7 years) working in the field of anti-corruption, governance, or rule of law, with a focus on the justice sector. 
  • Strong knowledge of national and international anti-corruption bodies, frameworks, laws, and best practices. 
  • Demonstrated expertise in capacity building, training, and mentorship of justice sector professionals. 
  • Excellent communication and advocacy skills, with the ability to engage effectively with diverse stakeholders. 
  • Proficiency in data analysis and monitoring and evaluation techniques. 
  • Fluency in English and French, both written and spoken. Knowledge of local languages is desirable.

    • Développer et dispenser des programmes de formation pour le personnel judiciaire (particulièrement à l’attention du Pôle économique et financier à compétence nationale), les fonctionnaires gouvernementaux et les acteurs de la société civile sur les lois anti-corruption, les techniques d'investigation et les normes éthiques. 
    • Fournir un mentorat et une assistance technique pour renforcer les capacités des professionnels du secteur de la justice dans la promotion de l'intégrité et de la responsabilité. 
  • Amélioration des Tribunaux et des Mécanismes de Surveillance : 
    • Soutenir l'établissement et le renforcement des mécanismes de surveillance pour prévenir la corruption et promouvoir la transparence au sein du système judiciaire. 
    • Collaborer avec les parties prenantes pertinentes pour développer et mettre en œuvre des plans d'amélioration des tribunaux axés sur le renforcement de l'intégrité, la gestion des affaires et l'accessibilité. 
    • Fournir une assistance technique pour améliorer la fonctionnalité et l'efficacité des tribunaux anti-corruption et des unités judiciaires spécialisées. 
  • Sensibilisation du Public et Plaidoyer : 
    • Développer et mettre en œuvre des campagnes de sensibilisation du public pour informer les citoyens sur les impacts négatifs de la corruption et l'importance de promouvoir l'intégrité au sein du système judiciaire. 
    • Plaider en faveur de réformes et de changements de politique pour renforcer les mesures anti-corruption et améliorer la transparence et la responsabilité dans l'administration de la justice. 
    • Favoriser des partenariats avec les organisations de la société civile, les médias et les leaders communautaires pour mobiliser un soutien aux initiatives de lutte contre la corruption. 
  • Suivi et Évaluation : 
    • Contribuer à la mise en place des mécanismes de suivi pour suivre les progrès et évaluer l'impact des interventions anti-corruption dans le système judiciaire. 
    • Collecter et analyser des données sur les affaires liées à la corruption, les perceptions publiques de la corruption et l'efficacité des mesures de renforcement de l'intégrité. 
    • Préparer des rapports et des recommandations pour les parties prenantes sur la base des résultats des activités de suivi et d'évaluation. 

Qualifications : 

  • Licence ou Master en droit, sciences politiques, criminologie ou domaine connexe. Préférence sera donnée aux détenteurs d’un Master. 
  • Expérience étendue (au moins 7 ans) dans le domaine de la lutte contre la corruption, de la gouvernance ou de l'État de droit, avec un accent sur le secteur de la justice. 
  • Solide connaissance des structures, cadres juridiques et des meilleures pratiques nationales et internationales en matière de lutte contre la corruption. 
  • Expertise avérée dans le renforcement des capacités, la formation et le mentorat des professionnels du secteur de la justice. 
  • Excellentes compétences en communication et en plaidoyer, avec la capacité de s'engager efficacement avec diverses parties prenantes. 
  • Maîtrise des techniques d'analyse des données et des méthodes de suivi et d'évaluation. 
  • Maîtrise du français et de l'anglais, à l'écrit comme à l'oral. La connaissance des langues locales est souhaitable.
