About the Position
Dexis is seeking an experienced Institutional Learning Advisor (ILA) to provide, supervise, and manage monitoring and evaluation and learning (MEL) technical services for an upcoming multi-year contract with the United States Agency for International Development (USAID) Mission in Vietnam. This is a long-term position expected to start in mid-2024 and is contingent upon award. Local candidates are encouraged to apply.
Responsibilities
The Institutional Learning Advisor will oversee the development of knowledge management and learning activities and facilitate a culture of collaborative and adaptive management. The Institutional Learning Advisor will work to ensure that data collected, and evidence generated are disseminated to and applied by MEL project stakeholders for more effective development programming.
- Lead efforts to support institutionalization of learning, foster collaboration, and ensure that USAID/Vietnam's development programs continually evolve and adapt to achieve greater impact and sustainability.
- Deliver the “learning agenda” and provide vision and leadership to the “learning” agenda.
- Ensure the quality, timeliness and technological sophistication of services related to improving the integrity and usefulness of USAID monitoring and reporting systems.
- Ensure the quality, relevance, technological sophistication and timeliness of Dexis-provided evaluations, analyses, and assessments.
- Deepen USAID’s existing learning capabilities and pilot improved avenues to learning.
- Lead contributions to USAID’s efforts to deliberately draw contextual, programmatic, and operational learning from its monitoring, evaluation, analytical and assessment efforts.
- Facilitate learning’s transformation into adapting.
- Lead the design, implementation, and use of CLA processes for USAID, translating client requirements into actionable steps.
- Oversee integration of program deliverables into knowledge management systems.
Qualifications
- A master's degree or higher in a relevant field such as monitoring and evaluation, international development, organizational development, or a related discipline. Experience can be used in lieu of education on a year by year basis.
- A minimum of eight (8) years of experience in institutional learning, adaptive management, and collaboration or related fields within international development organizations, with a track record of driving positive change.
- Five (5) years of experience designing and delivering adult training and education and managing staff conducting monitoring and/or research efforts.
- In-depth knowledge of M&E in international development contexts.
- Demonstrated skills and experience in USAID CLA practices, in M&E, developing and managing monitoring systems and/or conducting social science research.
- Understanding of knowledge management as it relates to USAID programs an asset.
- Ability to work with host-country governments at different levels.
- Working knowledge of and experience with USG-funded program management, policies, regulations, and procedures.
- Strong communication, supervision, and management skills required.
Preferred Qualifications
- Three (3) years of experience living and working in developing country environments is preferred.
- Familiarity with USAID Evaluation Policy.
- Vietnamese proficiency.
