About the Position
Dexis is recruiting for an experienced Program Manager to support an anticipated USAID-funded opportunity in Bosnia and Herzegovina to strengthen trust and cooperation among citizens in the country by improving social cohesion through education and peacebuilding practices, engaging media to combat negative rhetoric, and addressing socio-economic inclusion through conflict-sensitive design, implementation, adaptive management and rapid response. This position will be based in Sarajevo, Bosnia and Herzegovina, and is contingent upon contract award.
Responsibilities
The Program Manager (PM) is responsible for supporting the Chief of Party (COP) and serving as the secondary or alternate liaison with USAID. The PM will support the COP in all aspects of technical project management.
- Serve as technical specialist on social cohesion, memorialization, strategic communications, media, and youth engagement.
- Oversee all aspects of technical implementation through leadership and management of all activities under the activity components.
- Support the COP in developing and maintaining effective partnerships with counterparts including a broad range of government institutions, the media, and CSOs.
- Support the COP in annual planning and activity design, as well as ensuring technical quality and project adaptation.
- Participate in coordination meetings with activity stakeholders.
- Provide inputs into capacity development activities, including grants, recommending adaptations based on lessons learned.
- Develop tools, processes, and strategies to promote effective capacity building in the program.
- Identify successful practices and learning that can be showcased in publications, communication materials, and conferences with USAID and the broader development community.
- In the Chief of Party’s absence, manage relations with USAID and other key stakeholders.
- Serve as the Acting Chief of Party when so appointed.
- Other duties as assigned on an ad hoc basis by the Chief of Party.
Qualifications
- Bachelor's degree in a relevant field. Master’s degree preferred.
- Minimum of eight (8) years working in international development in the field of conflict and peacebuilding, governance, civil society strengthening, strengthening local government, community engagement and/or other relevant programming relevant to the objectives of this activity.
- Proven mid-level experience leading the design, management, and implementation of similar-sized USAID or other bilaterally funded programs and recent experience that includes the direct supervision of staff.
- Previous successful representational experience with donors, international NGOS, and all levels of host government and communities.
- Experience in promoting the equity and inclusion of women, youth, and other marginalized groups.
- Excellent interpersonal and intercultural skills with demonstrated ability to lead and work effectively with a wide range of staff and stakeholders.
- Ability to travel throughout Bosnia and Herzegovina to oversee program activities and engage with communities.
- Professional proficiency in oral and written English and local language required.
- Experience working in Bosnia and Herzegovina required.
