About the Position
Dexis is seeking an experienced Senior Monitoring, Evaluation, and Learning Specialist to provide monitoring and evaluation and learning (MEL) technical services for an upcoming multi-year contract with the United States Agency for International Development (USAID) Mission in Vietnam. This is a long-term position expected to start in mid-2024 and is contingent upon award. Local candidates are encouraged to apply.
Responsibilities
- Provide overall leadership, technical expertise, and guidance on all Monitoring, Evaluation, and Learning activities.
- Translate evidence collected through M&E and research into guidance for implementation and ensure that implementing partners (IPs) collaboratively discuss, test and refine guidance based on field experience.
- Design, conduct, and oversee baseline assessments, performance evaluations, and impact evaluations.
- Oversee data quality assessments, assessing the quality of indicators, and facilitating learning events.
- Build a culture generating evidence and incorporating learning that leads to enhanced program effectiveness, scope, and scale. Work closely with technical units to integrate learning methodologies and practices to facilitate a learning culture.
- Provide, as needed, training or facilitation on specific MEL topics in technical areas such as evaluation methods, developing evaluation scopes of work, designing performance or context indicators, collecting baseline data, setting targets, analyzing data, conducting data quality assessments, and applying complexity-aware MEL approaches.
Qualifications
- A minimum of a bachelor’s degree in social science, M&E, development studies or related field.
- A minimum of 8 years of progressively responsible professional experience in monitoring, evaluation, and learning in the sectors such as Environment, Education, Health, Democracy, Human Rights and Governance, Energy, Economic Growth.
- Significant experience designing and implementing baseline assessments, performance evaluations, impact evaluations, translating evidence into guidance for implementation, conducting data quality assessments, and assessing the quality of indicators.
- Experience working for USAID programs (preferably programs which support USAID's efforts to increase the resilience of vulnerable communities) and MEL Platform Contracts
- Excellent teamwork, inter-personal, communication, presentation, and facilitation skills
- Demonstrated experience developing performance indicators, assessing, and tracking data quality, data management, and/or training in performance management topics.
- Demonstrated experience training/facilitating workshops with several types of stakeholders on M&E topics; proven ability to distill complex information down to usable and understandable information for stakeholders.
- Exceptional skills in Excel, Word, and other Microsoft Office software and data analysis software, such as SPSS or Stata.
- In-depth knowledge of USAID rules and regulations around M&E and familiarity with USAID’s approach to project management.
- Mastery of a wide range of qualitative and quantitative methods for assessing and improving programs and organization, including working with data analytics.
- English proficiency with oral and written communication and presentations skills.
Preferred Qualifications
- Vietnamese proficiency with oral and written communication and presentation skills.
- Work experience in Vietnamese or Southeast Asia.
