About the Position
Dexis is seeking a Chief of Party (COP) to lead an anticipated five-year USAID funded Rule of Law and Access to Justice project in Guinea. The project will support activities to expand a culture of lawfulness and respect for human rights, as well as awareness of rights afforded under Guinea law and international treaties. It will work to address root causes of delays in justice, improve prosecution systems and increase citizen trust in the justice system. The project will also focus on human rights through awareness raising, inclusion in activities, and civil society engagement.
Responsibilities
The Chief of Party is responsible for overall leadership and technical direction of the project and coordination with key counterparts, ensuring an integrated vision among different activities and stakeholders, with a focus on achieving the overall objective and deliverables defined in the scope of the contract.
- Providing technical leadership, administrative oversight, and direction for all programmatic and administrative issues.
- Serving as lead supervisor of project personnel, short-term experts, subcontractors, and grantees to achieve project objectives in a timely manner.
- Providing technical support to the team across all operational and programmatic areas.
- Serving as Dexis’ point of contact for USAID, government institutions, other implementing partners, and other key stakeholders.
- Managing the contract and being responsible for the overall technical and financial health of the project.
- Leading the development and submission of project deliverables, such as reports, annual work plans, and other items as specified by the contract.
- Overseeing monitoring and evaluation of activities, meeting targets, and adapting activities as needed to achieve program outcomes.
- Ensuring program adheres to USAID rules and regulations as well as Dexis’ policies and procedures.
- Overseeing the implementation of security policies and procedures, and providing leadership in managing security incidents.
- Fostering a collaborative, team-oriented environment that actively solicits inputs from team members and provides opportunities for growth
Qualifications
- Professional proficiency in French and English.
- Bachelor's degree in a relevant field.
- Minimum of fifteen (15) years’ professional experience with increasing responsibility.
- Minimum of seven (7) years’ experience in rule of law or access to justice programming, preferably in developing countries.
- At least three (3) years of senior leadership and supervisory experience, preferably on USAID programs.
- Previous successful representational experience with donors, international NGOs, and all levels of host governments and communities.
- Proven experience in oversight of finance, procurement, and logistics functions in challenging operating contexts.
- Excellent interpersonal and intercultural skills with demonstrated ability to lead and work effectively with a wide range of staff and stakeholders.
- Experience working in West Africa strongly preferred.
