About the Position
Dexis is seeking an experienced Deputy Chief of Party (DCOP) to help lead USAID’s Northern Economic and Livelihoods for Youth (NELY) activity based in Benin. This is a five-year project aimed at improving purchasing powers, developing self-sufficiency, and improving inclusion in the modern economic marketplace for men and women vulnerable to recruitment by violent extremist groups.
This position is contingent upon contract award.
Responsibilities
The Deputy Chief of Party (DCOP) is responsible for supporting the Chief of Party (COP) and serving as the secondary or alternate liaison with USAID. The DCOP will support the COP in all aspects of project management.
- Serve as technical specialist access to youth programming, economic growth, skills development, entrepreneurship, job creation, and social cohesion.
- Oversee all aspects of technical implementation through leadership and management of all activities under the components.
- Support the COP in developing and maintaining effective partnerships with counterparts including a broad range of government institutions.
- Support the COP in annual planning and activity design, as well as ensuring technical quality and project adaptation.
- Participate in coordination meetings with economic growth, youth programming, and CVE actors.
- Provide inputs into capacity development activities, including grants, recommending adaptations based on lessons learned.
- Develop tools, processes, and strategies to promote effective capacity building in the program.
- Identify successful practices and learning that can be showcased in publications, communication materials, and conferences with USAID and the broader development community.
- Ensure that the most reasonable, fair, expeditious, and appropriate procurement choices were made pursuant to the Contractor Procurement Guide.
- Coordinating with the Dexis Home Office on compliance issues, seeking legal and policy guidance on sanctions and other applicable restrictions.
- In the Chief of Party’s absence, manage relations with USAID and other key stakeholders.
- Serve as the Acting Chief of Party when so appointed.
- Other duties as assigned on an ad hoc basis by the Chief of Party.
Qualifications
- Bachelor's degree in a relevant field. Master’s degree preferred.
- Minimum of ten (10) years working in international development, incorporating elements of P/CVE, livelihoods, economic growth, or other relevant programming relevant to the objectives of this activity.
- Proven mid- or senior level experience in challenging and complex field environments leading the design, management, and implementation of similar-sized USAID or other bilaterally funded programs that include grants under contract and recent experience that includes the direct supervision of staff.
- Previous successful representational experience with donors, international NGOS, and all levels of host governments and communities.
- Prior experience serving a senior role on large, complex programming in fluid operating environments.
- Excellent interpersonal and intercultural skills with demonstrated ability to lead and work effectively with a wide range of staff and stakeholders.
- Fluent in French and English.
- Experience working in Benin.
