About the Position

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group - is implementing the Long-term Exceptional technical Assistance Project (LEAP Global), a mechanism used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. This initiative aims to address the complex human resource challenges faced by national infectious disease programs in USAID-supported countries.

LEAP Global seeks to create self-reliant and efficiently managed national infectious disease programs in low- and middle-income USAID-supported countries. This will be achieved by deploying technical advisors and subject matter experts within the national programs. Embedding these experts has been a proven model that has consistently led to the development of national leadership, evidence-based policies, best practices, improved essential systems, effective program implementation, and enhanced coordination with stakeholders, ultimately resulting in self-reliance and sustainability.

GSV is currently seeking a Finance and Contracts Officer to provide project financial, contractual, and procurement support. The Finance and Contracts Officer will assist with performing accounting oversight to ensure accuracy and compliance with client rules and regulations for expenses and will communicate with consultants and vendors regularly. As a member of the project team, s/he will participate in project discussions and financial planning as appropriate, and will also assist with other financial, contractual, and procurement functions of the unit. The Finance and Contracts Officer will collaborate with partners, vendors, colleagues, and client teams, consultants, field staff, and support units throughout Dexis.

Responsibilities:

Financial Tasks

  • Follow contractual procedures and templates to review travel expense reports and vendor invoices for coding, compliance, and accurate calculations, making sure the transaction is fully supported and audit ready. Follow up with consultants and program management staff as needed.
  • Enter consultant invoices, vendor invoices, travel advances, and expense reports into Accounts payable (A/P) vouchers and submit to the applicable accounting department(s) for payment processing.
  • Support in monthly client invoicing and preparation of monthly financials and projections.
  • Mentor and guide project management staff in financial management of pipeline reporting, financial forecasting, budgeting, and payment review and processing. Work closely with Program Managers to provide financial support to ongoing assignments.
  • As needed, support payroll processes in compliance with local labor and legal requirements
  • Reconcile travel expense reports and project credit card statements monthly.
  • Maintain all payment requests and vendor invoices in applicable assignment folders following the project’s filing structure.
  • Send invoices, travel expenses, and travel advance notifications to consultants and vendors.
  • Liaise with Headquarters Accounting to confirm payment processing and record keeping. Serve as a liaison between Dexis Finance and project financial staff.

Procurement Tasks

  • Support the procurement process of consultants, vendors, and materials
  • Support project staff in navigating the USAID procurement process with support from the Senior Finance and Contracts Officer and the Procurement and Finance Director.

Contractual Tasks

  • Review draft Independent Contractor Agreements for accuracy and completeness.
  • Liaise with Dexis Contracts team.
  • Train staff on Dexis policies as relevant.
  • Support regular team financial and contractual trainings.
  • Support the submission of quarterly financial reports and compilation of financial information for other USAID reports and deliverables as needed, including annual reports, annual work plans, etc.
  • Respond to USAID requests for information or reports regarding project finances or projections, and support USAID or third parties in the collection of financial information for reviews and evaluations as appropriate.

Other

  • Perform other related duties as assigned.

Minimum Requirements:

  • Minimum of 6 years relevant accounting or finance experience.
  • Bachelor’s degree in finance, accounting, or related field.
  • High proficiency with MS Excel, Word, PowerPoint.
  • Experience with project management, administration, financial reporting, monitoring, procurement, and financial operations on contracts.

Preferred Knowledge, Skills, and Abilities:

  • Experience and/or familiarity with international development, foreign assistance programming, and/or government contracting.
  • USG-funded experience strongly preferred.
  • Strict attention to detail.
  • Enthusiasm and ability to learn new skills and collaborate with various teams.
  • Superior organizational and time management skills.
  • Excellent skills in teamwork and interpersonal communication.
  • Drive to thrive in a fast-paced working environment with shifting priorities.
