Dexis Consulting Group, an international development firm based in the United States with a branch in Moldova, is seeking qualified international candidates to serve as short term technical subject matter experts for an anticipated 3-year USAID-funded Justice and Anti-Corruption Reform Activity (JARA). The purpose of the Justice and Anti-Corruption Reform Activity is to support the Moldovan Government’s efforts to implement justice reform and promote its anti-corruption commitments.

It is anticipated that JARA will have four primary objectives as follows:

  1. Support to the Ministry of Justice to monitor implementation of the 2022-2025 Justice Strategy (12 months of capacity building support).
  2. Support to the National Institute of Justice in training judges on specialized financial topics.
  3. Provide legislative and analytical expertise to the National Anti-Corruption Center (NAC) and the Anti-Corruption Prosecutor’s Office (APO).
  4. Support and technical assistance to civil society to raise awareness and visibility among the general public of anti-corruption efforts.

Dexis intends to create a registry of qualified Subject Matter Experts (SME) in the following fields and who may be contracted for short term technical assistance throughout the implementation of JARA.

Successful applicants will meet the following Required Minimum Qualifications:

  • At least 7 years of professional experience in one of the noted areas of expertise.
  • Demonstrated record of accomplishment of successful design and implementation of interventions in the area of expertise.
  • Experience in working collaboratively and effectively with local actors, donors, host government counterparts and other relevant stakeholders.
  • Effective communication and time management skills.
  • Demonstrated ability to prepare high quality deliverables (training plans and materials, reports, assessments).
  • Strong professional writing and public presentation skills.
  • Bachelor’s degree from an accredited institution an area relevant to at least one of above noted areas of expertise, 3 additional years of proven experience in the area of expertise can substituted for education requirements.
  • Experience in and knowledge of the landscape in Moldova, and key national institutions and organizations relevant to area of expertise, preferred but not required.
  • Fluent in English required, preference given to candidates with Romanian and Russian reading and writing skills as well.
