Position Overview 

Educate! is looking for an enthusiastic, systems-oriented, analytical individual with great interpersonal and communication skills to fill the Monitoring & Evaluation Coordinator position. S/he will support the Head of Performance Metrics to ensure an effective regional performance management of program implementation, lead efforts in technology applications (SurveyCTO, smartphone & Telerivet), review and development of data collection tools, Monitoring and Evaluations of program activities. Regional Data Coordination and reporting; additionally, take lead in coordination of M&E Capacity building. This position offers the unique opportunity to ensure efficient and effective monitoring and use of sophisticated M&E technologies to improve program systems as well as simultaneously gain insights on scalable and innovative monitoring, evaluation and technology techniques as part of a sophisticated M&E System.  You’ll be joining a motivated, passionate, overachieving team that is positioning Educate! to be the leader in skills-based secondary education in Africa and intensively impact millions of youth each year.

About Educate! 

Educate! prepares youth in Africa with the skills to succeed in today’s economy.

We tackle youth unemployment by reforming what schools teach and how they teach it, so that students in Africa have the skills to start businesses, get jobs and drive development in their communities. Our model is delivered through practically-trained teachers and youth mentors. Educate!’s goal is to make this practical, skills-based model part of national education systems.

In 2020, we’re working in 175 secondary schools in Rwanda, 60 pilot schools in Kenya, and over 750 schools in Uganda reaching over 42,000 students intensively and 530,000 more broadly. Our model was proven to have massive impact in a randomized controlled trial. Graduates earned DOUBLE the income of a control group and had a 64% increase in business creation. Our graduates change their lives and their communities, such as Lillian Aero who employs over 100 AIDS-affected women.

In 2012, Educate! partnered with Uganda’s government to integrate curriculum and a student business club structure into Uganda's entrepreneurship course nationally, and in 2015, we served as a technical advisor to Rwanda on its secondary education reform.

Educate!’s team includes nearly 200 staff and almost 300 volunteer youth mentors. We have been backed by top foundations such as MasterCard, Big Bang Philanthropy, Mulago, Echoing Green, Ashoka and Global Innovation Fund. Educate! won the 2015 WISE Awards, and was featured by Bill Gates, an Al Jazeera documentary, Forbes 30 under 30, Clinton Global Initiative and The Brookings Institution as one of 14 case studies in their global scaling education learning initiative.

Performance Objectives 

Monitoring & Evaluation Technology - 40%: 

    • Ensure the SMS, Smartphone systems and dashboards are up and running in a timely manner. 
    • Review and update forms onto the Survey CTO as and when need arises in a Timely manner.
    • Ensure all forms onto the Survey CTO are tested before data entry in a timely manner. 
    • Update the logistical data (School list, Mentor list) onto the survey CTO systems.
    • Upload data onto the internal and external dashboards in a timely Manner. 
    • Incorporate the agreed upon reporting deadlines onto the Survey CTO forms.
    • Ensure the Data in the Monitoring reports, Regional report and the Dashboards tally in a timely Manner.
    • Review, Develop and share the Reporting Master copies (Monitoring reports, Regional, school List, Quality check and Weekly SMS) in a timely manner.
    • Review, Develop and share M&E Working Trackers (Feedback Tracker for data, Filed visits, RMM, Trainings, Tools feedback, Evaluation, Admin/M&E, communications, implementation follow up) and templates (Weekly QC, Termly QC, data entry). 
    • Coordinate updating of all M&E trackers are updated on a weekly basis in a timely manner. 
    • Review, Develop and test all Field Data collection tools for Mentors, Youth Leaders (YL) & Program Officer (PO) in a timely Manner. Ensure the admin-M&E Tracker is up to date. 
    • Collect and compile feedback from data collection tools usage in a timely manner. 
    • Participate in Development of Data collection instruments with Other Departments (Design and Innovations, Programs etc). 
    • Develop Data entry Screens for data quality checks, evaluations and/or surveys. 
    • Maintain the dashboard for efficient visualization display of data as well manage turnaround time in case it breaks down.

 How will success look like in this function

    • The SMS, Smartphone systems and dashboards are up and running in a timely manner. 
    • Survey CTO forms are reviewed, updated and tested before use by field staff as and when need arises in a timely manner.
    • The logistical data (School list, Mentor list) is updated onto the survey CTO systems in a timely manner.
    • Data uploaded onto the internal and external dashboards in a timely Manner. 
    • Reporting deadlines updated onto the Survey CTO for field staff to be remaindered for timely reporting. 
    • The Data in the Monitoring reports, Regional report and the Dashboards tally in a timely Manner. 
    • Reporting Master copies (Monitoring reports, Regional, school List, Quality check and Weekly SMS) are reviewed, updated and shared in a timely manner. 
    • M&E Working Trackers (Feedback Tracker for data, Field visits, RMM, Trainings, Tools feedback, Evaluation, Admin/M&E, communications, implementation follow up) and templates (Weekly QC, Termly QC, data entry) are Developed, review, Updated and shared in a timely manner. 
    • All Field Data collection tools for Mentors, YL, PO, research and evaluations are reviewed, Developed and tested in a timely Manner. As well as the admin-M&E Tracker up to date. 
    • Data collection tools usage is compiled in a timely manner. 
    • Participated in Development of Data collection instruments with Other Departments (Design and Innovations, Programs etc). 
    • Developed Data entry Screens for data quality checks, evaluations and/or surveys. 
    • Maintained the dashboard for efficient visualization display of data as well as managed turnaround time in case of break down. 
    • Come up With Innovative Data visualization on the Dashboard and in all the Monitoring reports.

  Monitoring Implementation-2 (Two) regions (30%)

    • Weekly Tracking of Regional Data for mentors, Youth Leader (YL) and Program Officer (PO) in a timely manner.
    • Ensure the regional data for Completeness, Authenticity, Accuracy and data error issues in timely manner
    • Conduct weekly data Cleaning, analysis for mentors, YL and PO in a timely manner
    • Compile and Share the completed clean data with the M&E coordinator for timely aggregation, dissemination and reporting
    • Follow up with the PO to get feedback on the data shared in a timely Manner
    • Ensure the Feedback is implemented and Updated on the Feedback tracker timely
    • Compile Regional qualitative Data for the different activities in a timely manner
    • Conduct regular field visits to ensure the quality of data collected and to verify the accuracy of reported data; update the field visit Tracker
    • Conduct Data quality checks according to the schedule  
    • Support the Regional Field staff in any M&E concerns in a timely Manner

How will success look like in this function

    • Weekly Tracked  Regional Data for mentors, YL and PO in a timely manner
    • Ensured the regional data is Complete, Authentic, Accurate and error free
    • Conducted weekly data Cleaning, analysis for mentors, YL and PO in a timely manner
    • Compiled and Shared the completed clean data with the M&E Manager for timely aggregation, dissemination and reporting
    • Followed up with the PO to get feedback on the data shared in a timely Manner
    • Ensured the Feedbacks are implemented and Updated on the Feedback tracker timely
    • Compiled Regional qualitative Data for the different activities in a timely manner
    • Conducted regular field visits to ensure the quality of data collected and verify the accuracy of reported data; update the field visit Tracker
    • Conducted Data quality checks according to the schedule  
    • Supported the Regional Field staff in any M&E concerns in a timely Manner
    • Ensured Timely activity implementation and data collection  

Data coordination and reporting (20%)  

    • Plan and Conduct National data downloads and share with the M&E Team for cleaning and analysis in a timely Manner.
    • Download ad-hoc data as and when need arises in a timely manner
    • Compile and regularly maintain an updated organization data Score card.
    • Compile, Prepare and share for review the Mid and End of term Monitoring Report in a timely manner.
    • Prepare and share the Weekly M&E Communication (PO and YL) to the Field Staff in a timely manner.
    • Suggest strategies to increase data use and demand amongst Program staff 
    • Review and analyze Regional reports (Mentors, YL, PO) with the M&E Manager to identify and potential bottlenecks in project implementation and to enhance quality of reporting.
    • Prepare and disseminate Monitoring report during  IAB
    • Monitor Error Rates <5% and seek for strategies to improve these errors. 
    • Ensure the Action from the data discussions with programs are implemented and updated on the tracker in a timely manner.
    • Remind staffs on a regular basis to fill in the monitoring check list. Download the data and share with the innovations coordinator on a monthly basis. 
    • Sample E! club data for survey in a timely manner.

How will success look like in this function

    • Planned and Conducted National data downloads and shared with the M&E Team for cleaning and analysis in a timely Manner.
    • Downloaded ad-hoc data as and when need arises in a timely manner
    • Compiled and regularly maintained an updated organization data Score card.
    • Compiled, Prepared and shared for review the Mid and End of term Monitoring Report in a timely manner.
    • Prepared and shared the Weekly M&E Communication (PO and YL) to the Field Staff in a timely manner.
    • Suggested strategies to increase data use and demand amongst Program staff 
    • Reviewed, analyzed and shared Regional reports (Mentors, YL, and PO) with the M&E Manager to identify potential bottlenecks in activity implementation and to enhance quality of reporting.
    • Prepared and disseminated Monitoring report during  IAB
    • Maintained Error Rates <5% and sought strategies to improve. 
    • Ensured Action from the data discussions with programs are implemented and updated on the tracker in a timely manner.
    • Reminded staffs on a regular basis to fill in the monitoring check list. Download the data and share with the innovations coordinator on a monthly basis. 

Monitoring & Evaluation Capacity Building - 10% 

    • Regularly conduct M&E training needs assessment for field staff to determine the most relevant and cost effective training needs 
    • Design, develop and discuss the training structure, materials, documents and manuals to ensure consistency and quality of content and training
    • Liaise with Departments to ensure all New Field staffs are adequately trained to easy Implementation of M&E related activities and reporting.
    • With Departments Designs and develops a planned and ongoing training schedule including Orientations for staff.
    • Regularly evaluates, reviews and update the training materials for training.

How will success look like in this function.

    • M&E training needs assessment conducted regularly for field staff to determine the most relevant and cost effective training needs

Qualifications 

  • Bsc. in Statistics or Quantitative Economics with strong Applied Knowledge of Survey CTO, Telerivet & dashboard maintenance and  Statistical Packages (Excel, SPSS, STATA)
  • At least 3 years of professional experience  in Data management, analysis and reporting. 
  • At least 2 years’ experience in Monitoring & Evaluation technology maintenance (Survey CTO, Telerivet and dashboard maintenance), Monitoring & Evaluation, Training, communication, and coordination  skills.
  • At least 3 years of professional experience  in Monitoring, Evaluation and reporting of programs with ability to adapt to a fast changing environment.
