Position Overview

Educate! is seeking a strategic, impact-driven data and learning enthusiast to build and improve our monitoring systems to support high program quality and learning across three countries. As Regional Head of Monitoring, you’ll ensure that our monitoring systems are effective, scalable, and usable, enabling us to maintain high program quality and accountability standards and contributing to our “always learning” culture. You’ll oversee strategic selection of KPIs and innovative use of technology solutions in monitoring; develop guidelines and quality standards for monitoring processes in all countries of operation; design and support data engagement strategies for multiple departments; and align our monitoring priorities with external stakeholders where needed.

You might be the perfect fit for this role if you believe that monitoring is about much more than producing data. You should be excited to think strategically about how we collect, use, and talk about monitoring data and equally excited to build practical, user-friendly systems to promote accurate and usable data and actually impact the quality of our program delivery. To excel in this role, you’ll also need at least 5 years of work experience, fluency with numbers and excel, strong data management, analysis and presentation skills; and the ability to collaborate with teams across different units and geographies.

The Regional Head of Monitoring will report to the Director of Monitoring & Evaluation and work closely with our programs, design, and M&E teams across Uganda, Rwanda, and Kenya. About Educate!

Educate! works to transform education in Africa to teach youth to solve poverty for themselves and their communities.

Educate! provides youth with skills training in leadership, entrepreneurship and workforce readiness along with mentorship to start real businesses at school. Our model is delivered through practically-trained teachers and youth mentors. Educate!’s goal is to make this practical, skills-based model part of national education systems.

In 2018, we’re working in 175 secondary schools in Rwanda, 60 pilot schools in Kenya, and over 700 schools in Uganda reaching over 42,000 students intensively and 530,000 more broadly. Our model was proven to have massive impact in a randomized controlled trial. Graduates earned DOUBLE the income of a control group and had a 64% increase in business creation. Our graduates change their lives and their communities, such as Lillian Aero who employs over 100 AIDS-affected women.

In 2012, Educate! partnered with Uganda’s government to integrate curriculum and a student business club structure into Uganda's entrepreneurship course nationally, and in 2015, we served as a technical advisor to Rwanda on its secondary education reform.

Educate!’s team includes almost 200 staff and almost 300 volunteer youth mentors. We have been backed by top foundations such as MasterCard, Big Bang Philanthropy, Mulago, Echoing Green, Ashoka and Global Innovation Fund. Educate! won the 2015 WISE Awards, and was featured by Bill Gates, an Al Jazeera documentary, Forbes 30 under 30, Clinton Global Initiative and The Brookings Institution as one of 14 case studies in their global scaling education learning initiative.

Educate!'s vision for 2024 is to measurably impact 1 million students and reach 4 million students more broadly across Africa each year.

Performance Objectives

Global Monitoring Standards

  • Ensure standards of practice are developed for all processes in program monitoring, including design of monitoring tools, training, use of technologies and data quality and reporting
  • Ensures that standards of practice are documented and easily accessible to all country teams
  • Develop guidelines and quality standards on how to design high-quality and relevant monitoring tools, processes and systems and ensure standards are applied through adequate staff training and capacity building.
  • Develop guidelines and quality standards on content of monitoring reports across countries to ensure consistency on key global statistics as well as effective representation of program/ country-specific statistics
  • Create system and process on how to share, reflect and use monitoring data for data-driven program management
  • Builds capacity and coaches country teams to apply monitoring guidelines
    and quality standards confidently

Monitoring Strategy

  • Oversees monitoring systems in all countries of operation
  • Leads annual process to engage global leaders and country leaders to align on monitoring priorities
  • Propose annual improvements to existing monitoring systems, technology-solutions and standards
  • Collaborates with country leaders to define program/ country-specific monitoring system, including to specify KPIs mapped to the Theory of Change, process and frequency of data collection to track performance against set indicators etc.
  • Identifies suitable technology solutions for data collection, data visualization and data use
  • Reviews quality and approve monitoring reports developed by country teams to ensure strategic alignment with monitoring system
  • Revisit existing monitoring systems to ensure they are relevant and are only collecting necessary information.
  • Propose and further develop strategy for web-based data visualizations and reporting (e.g. Monitoring Dashboard)
  • Set strategies for system audits

 Data Management, Quality and Engagement

  • Develop efficient data management procedures for high quality and frequent reporting, including data entry, data processing from technology platforms, data quality checks as well as data analysis
  • Identify and propose improvements to data management procedures to maximize efficiency
  • Create process for data entry and quality check to minimize time and maximize quality of process
  • Coordinate with teams developing global monitoring dashboard.
  • Propose and develop strategies improve data quality where possible
  • Develop system for data spot check on key performance indicators
  • Build core capacities in terms of data analysis within the teams in all countries
  • Align report presentation and visualisation to strategy
  • Drive process of data analysis for strategic purposes at leadership level
  • Develop systems to engage with other departments to ensure programs are managed and designed based on accurate and relevant monitoring information.

National Program Monitoring

  • Ensure alignment of monitoring priorities with national government stakeholders
  • Collaborate with country teams to engage national government stakeholders in aligning monitoring priorities and agreeing on monitoring tools and processes
  • Regularly share key monitoring results with national government stakeholders, in particular in countries with close government ties
  • Develop systems of monitoring and reporting in collaboration with local government stakeholders
  • Ensure alignment of data with national education monitoring systems


  • Bachelors degree required, Masters in a relevant field preferred
  • Minimum of five years of relevant experience (7+ years of experience preferred), including some management experience
  • Understands how to use and analyse data
  • Fluent with numbers and excel, and experience working with large data sets
  • Comfortable using technology-solutions for monitoring or quality assurance (SMS- and Smartphone-based data collection, preferably web-based Monitoring Dashboards)
  • East African candidates strongly preferred


  • Based in any of our offices in East Africa (Kampala, Nairobi, Kigali), with regular regional travel
