Overview
The designee is responsible for managing the contract and all associated tasks. This person shall be the single technical point of contact to the government. Program management is an expected charge for every task; however, the percentage of management is determined by the effort identified in each Task Order. The position is customer-oriented, and the government reserves the right to decrease hours for the particular individual if the program manager is not being effective. This individual shall be knowledgeable and skilled in financial management processes and budgeting. He/she shall be skilled in writing and validating technical and financial reports. This person shall demonstrate good problem-solving skills and experience overseeing accomplishments of multiple tasks by multiple project leads.
Responsibilities
- Lead ILS C4I LSEA sustainment efforts and provide functional and technical work direction to team members.
- Conduct project-related research and analysis, validate and monitor the status of ILS products and packages developed for C4I systems and equipment.
- Lead and manage efforts for the development and maintenance of C4I system configuration baseline matrices, reviewing, standardizing, and updating the data collection received from periodic ship checks.
- Provide feedback for obsolescence cases and management support reviewing, monitoring, and tracking diminishing sources and material shortage cases for C4I program systems and equipment.
- Collect, maintain and track ILS weekly metrics for C4I DMSMS cases, DLA-339/NAVSUP Referral cases, and ILS Certifications to completion.
- Create and manage ILS project-related technical data and documentation.
- Provide practice and project leadership to ILS C4I LSEA Sustainment team.
- Work with senior leadership on project requirements, funding, and resources.
- Lead and participate in bi-weekly internal team meetings to discuss current tasking, and address issues, concerns, and continuous improvement.
- Participate in management meetings.
- Create and facilitate communications for project team and leadership.
- Communicate with various project personnel, at all levels, to coordinate activities and exchange information.
- Act as representative of the ILS C4I LSEA sustainment team from the project management aspect when providing project status to senior leadership and stakeholders at various high-level meetings.
- Participate in mid-year and end of year project reviews to communicate sustainment task strategies, funding, and status with ILS C4I stakeholders.
- Make recommendations and provide updates to senior leadership.
- Provide weekly and monthly reports to senior management and stakeholders as appropriate.
Qualifications
- Education: BS degree in Engineering, Physical Sciences, Mathematics, Management Information Systems, or Business.
- Experience: Ten (10) years of direct work experience with Navy afloat or ashore C4ISR systems. Eight (8) years of direct work experience, to include: design/development, production, installation, and test & evaluation of Navy C4ISR projects/programs. Four (4) years as manager of Navy C4ISR projects/programs with experience of supervising project personnel and/or team, scheduling work, writing proposals and/or preparing bids, and experience ordering and/or transporting equipment and material. Experience may be achieved simultaneously; individual shall have knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures, and individual shall have written and oral communications abilities commensurate with this management role.
