Overview

DLH is seeking an experienced Capture Manager to drive opportunities in the US Federal Health marketplace, focusing on securing existing business and winning new single award contracts valued at (>50M). This role requires a commitment to ethical practices, strong business acumen, and technical expertise. The ideal candidate will be resourceful in managing process-driven captures and skilled in building relationships with internal and external stakeholders.

Collaboration with business development and management teams is essential, along with strong negotiation skills and a proven track record of success in the federal health sector. Reporting to the President of Public Health & Scientific Research, the successful candidate will develop and execute capture strategies, assess, shape and qualify opportunities, orchestrate bid strategies, oversee proposal development, and foster a culture of ethical winning.  Join us in driving impactful initiatives within the federal landscape!

Responsibilities

  • Provide strategic direction and execution for capture efforts, including determining team resource needs and managing bid costs throughout the Bid Acquisition Process.
  • Direct the development of solutions, CONOPS, and strategies to win by assessing capabilities, strengths, and weaknesses.
  • Coordinate meetings with customers, competitors, and teammates to gather market insights on requirements, acquisition strategies, timing, and contract vehicles.
  • Manage multiple capture efforts based on their stage in the acquisition process, leveraging business intelligence to understand customer desires and competitor capabilities.
  • Develop win themes, strategies, and value propositions while securing commitments from industry partners to enhance probability of win (Pwin).
  • Lead executive management gate reviews to ensure effective communication and time management.
  • Co-lead color team reviews with the Proposal Manager to ensure adherence to procedures and processes.

 

Duties:

  • Communicate resource needs and effectively leverage assigned resources to ensure capture success.
  • Collaborate with subject matter experts, functional leads, and Program Managers.
  • Gather, assess, and validate customer requirements.
  • Analyze competition by evaluating strengths and threats through competitive assessments.
  • Translate customer requirements into a robust win strategy, validated and supported by strong value propositions.
  • Collaborate with internal teams and external partners to maintain operational excellence and resolve conflicts.
  • Identify gaps and develop strategies to address weaknesses and mitigate risks.
  • Conduct and participate in gate, pricing, teaming, and capture reviews; document lessons learned.
  • Negotiate teaming agreements and strategic alliances.
  • Manage the pipeline of opportunities, ensuring deal details are maintained and velocity through the review process is optimized.
  • Oversee the development of critical bid artifacts for proposals, supporting the Proposal Manager/Director in creating compliant and compelling bids. 

Required:

  • Bachelor of Science degree; preferably in Health/Engineering/Science disciplines or in Business related fields.
  • 16+ years of experience (14+yrs w/ Master's degree, 10+ years with PhD) in successfully leading captures in Scientific Research/Public Health markets.
  • Proven success in winning single large awards of (>$50M). This does not include MAC (IDIQ) and GWAC deals.

Knowledge, Skills, and Abilities

  • Prior Government Service experience with Federal, DoD and/or Civilian Agencies' markets. Ideal agencies/programs would be NIH, CDC, DHA, BARDA, ASPR.
  • Previous P&L experience is a plus but optional.
  • Leadership skills to develop, organize and execute significant capture activities, including building industry teams, assessing win probability, and executing Customer call plans to shape acquisitions.
  • Proven track record of successful capture management across multiple DoD or FedCiv organizations at a variety of acquisition sizes and types.
  • Experience capturing pursuits requiring development of a solution and/or an approach.
  • Strong proposal development and writing skills, successfully conveying information in executive summaries.  
  • Experience and understanding of pricing and pricing strategies across multiple contract types.
  • Experience managing and incorporating BOE into the capture process.
  • Ability to gain internal support, operate independently with limited supervision and feedback, and establish collaborative relationships with line management, and peers within an organization.
  • Candidates must be US Citizens and be eligible to obtain a security clearance.
  • Proximity to DC, Maryland, Virginia area desired, but not required.  Must be willing to travel. 

 

Basic Compensation: $211,500.00 -$ 258,500.00 yearly salary

The salary offered within this range will be based on the selected candidates’ skills, experience, education, market data, and internal parity. DLH may offer other rewards that may include performance incentives and program-specific awards.  An applicant’s salary history will not be used to determine compensation.
