Overview

DLH supports the Navy for Littoral Combat Ships (LCS).

In this role, you will support LCS C4I Life Cycle Systems Configuration Management and Integrated Logistics Support (ILS) to Naval Information Warfare Center Atlantic (NIWC Atlantic) in response to tasking from Naval Sea Systems Command (NAVSEA) LCS Fleet Introduction and Sustainment Program Office, Program Manager, Ships, (PMS 321) for LCS platforms that are past their Obligation Work Limited Date (OWLD).

If you have experience tracking the status and maintenance of equipment and their related configurations / logistics items (drawings, manuals, etc.) on ships and naval activities, this job is for you.

Responsibilities

In this role you will lead the ILS Sustainment team coordinating responsibilities to:

  • Perform data validation, analysis, and submittal to the Model-Based Product Support (MBPS) database ensuring the current and historical accuracy of hull configurations.
  • Ensure configuration/equipment and logistics records in the MBPS are accurate and current including but not limited to technical manuals, drawings, Maintenance Index Pages (MIPs), and Maintenance Requirement Cards (MRCs).
  • Develop, update and maintain the DD Form 61, Request for Nomenclature for the Radio Communication systems and equipment.
  • Develop, update and maintain the Provisioning Technical Documentation (PTD) required to support the development and maintenance of Allowance Configuration Lists (ACLs) and Allowance Parts Lists (APLs) for the non-POR C4I systems and equipment using Integrated Computer – Aided Provisioning System (ICAPS)
  • Maintain and update LCS Equipment Matrix for Radio Communications systems.
  • Prepare and submit Interim and Final ILS certifications in support of installations, upgrades, and the modernization of Radio Communications and other the non-POR C4I systems and equipment, as needed.
  • Develop, update and maintain the Configuration Overhaul Planning (COP) work files for the Radio Communications systems and equipment using MBPS data records for the two classes of LCS Naval ships.
  • Participate in Integrated Logistics Support Team meetings and other internal and Government-led meetings.
  • Provide obsolescence management support reviewing and providing feedback on the Diminishing Manufacturing Sources and Material Shortages (DMSMS) cases tracked in the Obsolescence Management Information System (OMIS) Top-Down, Break-Down (TDBD) reports for Radio Communication systems and equipment.
  • Review and provide feedback on the DMSMS monthly status reports that are submitted to the DMSMS Management Team, as required.
  • Provide subject-matter expertise to assist the Government with coordinating responses to ILS data calls from NAVSEA PMS 321 and other LCS stakeholders (DLA339/NAVSUP equipment inquiries).
  • Work with Planning Yards providing support maintaining various ship classes throughout the US Navy.
  • Review of Contract Data Requirements Lists (CDRLs).
  • Perform additional duties as assigned.

Qualifications

To be successful in this role you will have:

  •  Bachelor’s degree. Current Professional Logistics Certification – i.e., Defense Acquisition Workforce Improvement Act (DAWIA) certified in Lifecycle [Acquisition] Logistics Level 1, or have equivalent logistics training (resume to specify all equivalent training), or possess an additional two (2) years working in direct support of defense life-cycle logistics.
  • Six (6) years of experience in sustainment logistics support (or 8 years if not DAWIA Level 1 certified) of electronic systems, to include: operations, maintenance, and support. Four (4) years of experience in support of Navy afloat or ashore C4ISR systems. Experience with Integrated Logistics Support (ILS) management, Analyzing and translating Engineering/Systems Technical and Management Data, Developing Logistics Support Plans and Logistics Support Data Products. Experience may be achieved simultaneously.
  • Experience/Knowledge of Model-Based Product Support (MBPS) 
  • Must hold am Active Secret Security Clearance 
  • Be a motivated team player, and a very fast learner.
  • Prior experience in Configuration Management and Systems Analysis . Experience with CDMD-OA/Windchill experience is strongly desired.
  • Strong analytical problem solving, capability to learn and apply new technologies.
  • Proficiency using Microsoft 365 programs such as Excel, PowerPoint, Outlook, Word, etc., is strongly desired.
  • Military Logistics or Supply experience, while not required, is strongly desired.
  • Familiarity, or prior experience with how the Navy plans configuration, logistics data, technical documentation, and how it is tracked and maintained will shorten the learning curve and is essential for being successful in this position.
