About the Position

Dimagi is seeking a Chief of Party (COP) for the anticipated five-year, U.S. Agency for International Development (USAID)-funded Arakisa project. The purpose of this project is to advance and integrate Madagascar’s national digital health and data ecosystems and optimizes availability, quality, and use of information to achieve national public health objectives. The project will leverage past and present contributions to drive innovative, sustainable, and scalable solutions in support of country-owned and -led health information systems and data that are agile and responsive to emerging needs. The project will also support local capacity strengthening and use of host-country stakeholders’ capabilities to ensure sustainable development for data- and evidence-driven service delivery and health system resilience.

The Chief of Party will have both managerial and technical responsibilities. They will lead the overall strategy, design and implementation of the Arakisa project, will supervise all project activities, and have overall responsibility for the successful performance of the technical assistance team.  They will be responsible for  routine liaising with the client and key project stakeholders and partners; providing strategic direction and management to project staff and partners; ensuring overall alignment with USAID’s project objectives and the Government of Madagascar’s national digital and health strategies; overseeing the project budget; and overall project planning and management. 

This position will be based in Antananarivo and is contingent upon USAID award to Dimagi.

 

Responsibilities

Leadership

  • Provide high-quality leadership to the project team and project interventions, overseeing technical and strategic direction of a multi-million dollar 5-year USAID investment.
  • Serve as the primary point of contact for USAID and other key stakeholders, providing regular updates on project progress, challenges and opportunities.
  • Champion a strong country-led and country-owned approach to HIS, data use, and digital health initiatives.
  • Direct the program’s localization strategy to ensure locally-led activities, tailored capacity strengthening, and engagement of local organizations.
  • Drive initiatives that enhance local expertise in digital health, data governance, data quality, and the use of health information for decision-making in accordance with the country National HIS strengthening plan (2023-2027) and the Country National digital health strategy (2023-2027).
  • Mentor and support junior and senior leadership team members within Dimagi and its subrecipient organizations.

Stakeholder Engagement

  • Work closely with the Government of Madagascar to ensure the project is aligned with national level health priorities.
  • Lead discussions and negotiations with partners to promote collaboration, resource sharing, and the integration of Arakisa with other national and international health programs.
  • Represent Dimagi at national and international forums, conferences, and working groups to promote Arakisa’s achievements and share best practices.

Program Management 

  • Ensure the project's timely and complete submission of high-quality work plans, quarterly and annual reports, monitoring and evaluation (M&E) reports, financial reports, and any other deliverables required by USAID.
  • Oversee project management processes and methodologies to ensure projects results are delivered on time, within the budget and adhere to high quality standards.
  • Provide strategic guidance to the project's learning, documentation, and dissemination of findings, impact, innovations, and lessons learned.
  • Make programmatic decisions and troubleshoot implementation challenges; oversee program data quality compliance, including development of data tracking and monitoring systems USG or donor funding audit standards; and oversee sub-grant development, including compliance with programmatic objectives and financial and administrative regulations.
  • Lead the management of all subcontractors and/or sub-grantees.

Relevant Skills

  • Master’s level education/training or its equivalent in Public Health, International Development, or a related field. 
  • At least 15 years of experience managing international programs in developing countries with a focus on digital health, health information systems (HIS), and/or data use, of similar scope and complexity (USD $10-25M).
  • Prior experience working in partnership with USAID.
  • Ability to work with and form partnerships with government agencies, local partners and local stakeholders working in digital health and HIS  in developing countries.
  • Strong knowledge of global digital health and HIS standards.
  • Flexibility to adapt to changing contexts and priorities; ability to problem solve and think strategically in dynamic situations.
  • Oral and written fluency in English and French required; proficiency in Malagasy preferred.
  • Proven experience executing strong leadership, management and organizational skills while managing large, complex projects.
  • Excellent communication and interpersonal skills.
  • Previous experience working in Madagascar preferred.
