ORGANIZATIONAL SUMMARY

The New York City Criminal Justice Agency (CJA) is a not-for-profit service and research organization that operates in partnership with the New York City Mayor’s Office of Criminal Justice.  CJA is the City’s main pretrial services agency, combining operations, pilot projects, and research under one roof.  CJA utilizes procedural justice practices to provide pretrial services to over 100,000 persons arrested annually in New York City. Information collected about these arrestees and subsequent case processing is maintained in the agency’s internal and externally shared database systems, which are used to conduct descriptive and evaluation research on arrestee characteristics, case processing and court outcomes, and on issues and potential reforms to criminal justice policy in New York City. CJA’s programs operate in the criminal courts and detention facilities 24 hours a day seven days a week within the 5 boroughs of NYC, employing over 250 employees, citywide.

PROGRAM SUMMARY

The Queens Supervised Release Program is the first program launched by the City of New York’s Supervised Release Initiative in 2009 and is the model for which Supervised Release Programs have evolved citywide. The program operates seven days a week, during both the day and night, in Queens Criminal Court and serves individuals of all ages who are charged with felonies and misdemeanors, and who present a substantial likelihood of detention but are at risk of failing to appear in court if released on recognizance. It provides pretrial supervision and voluntary social service referrals to a wide array of community-based organizations which offer services including job training, employment, drug treatment, and mental health counseling. Participants remain in the community and are monitored to ensure court appearance with the goal of successful reconnection to their community. Clients are required to maintain face-to-face and/or telephone contact with a case manager, attend all court appearances, and avoid re-arrest. 

POSITION SUMMARY

Under the direction of the Manager of Court Operations, the Court-Based Program Analyst provides support for overall office management including ordering supplies, completion of staff timecards and additional timekeeping responsibilities, submission of court reports, and gathering of data for the generation of reports and lists related to the Supervised Release Program.

JOB RESPONSIBILITIES

 Office Administration

  • Prepares Personnel Action Forms and Holiday Pay Memos for the Human Resources and Payroll
  • Reviews staff time sheets in preparation for approval by the Manager of Court Operations.
  • Attends weekly team meetings to take minutes, and follows up with staff on agreed upon tasks, deliverables and deadlines.
  • Performs general office management, including inventory and requisition of office equipment and supplies; retrieves deliveries from the courthouse and/or Central Office; and maintains spreadsheets to track various supplies distributed to clients.
  • All other clerical and administrative tasks as assigned by the Manager of Court Operations and/or senior leadership.

Program Support 

  • Reviews and prints progress reports submitted for each client’s court appearance and ensures that they are distributed for delivery on each court date.
  • Coordinates with the Clerk’s Office and other court partners to retrieve Judicial Action Forms and other court documents and submits documentation to all necessary parties.
  • Reviews and updates client information into program database and other tracking spreadsheets as indicated on Judicial Action Forms and other court documents.
  • Other programmatic support as assigned by the Manager of Court Operations and/or senior leadership.

REQUIRED QUALIFICATIONS

Education

  • Bachelor’s degree in Criminal Justice, Criminology, or related

Writing and Analytic Skills

  • Excellent proof-reading skills (proper grammar, sentence structure and punctuation, )
  • Keen attention to court-relevant details and to the accuracy of information presented in various databases.
  • Critical analysis of current practices, procedures and protocols
  • Ability to use critical thinking to troubleshoot and solve problems.

Data Management

  • Acute attention to detail to protect data quality and integrity
  • Ability to identify data discrepancies and proactively reconcile conflicts
  • Strong database management, data collection and quality control experience

Communication Skills

  • Polished and professional interpersonal and verbal communication skills
  • Ability to communicate with people at all levels of authority
  • Uses tact and diplomacy when working with inter-departmental teams or projects

Technical Skills

  • Computer proficiency with the ability to quickly adapt to changing technology
  • Ability to effectively navigate and use Microsoft Teams and Microsoft Outlook
  • MS Excel proficiency (creating spreadsheets, formula calculations, )
  • Advanced MS Word with knowledge of editing and review features, charts, graphs and tables

Administrative Skills

  • Organized and structured work habits with the ability to prioritize multiple tasks, document workflow and maintain comprehensive filing system
  • Management of meeting and program calendar including arranging and coordinating internal and external meetings
  • Capable of editing and proof-reading documents including statistical reports

PREFERRED QUALIFICATIONS

  • Current CJA employees with at least 1.5 years of experience are encouraged to apply.
  • Familiarity with Alternative to Detention (ATD), Alternative to Incarceration (ATI) or other advocacy program models
  • Familiarity with recent 2020 NYS bail reform statutes
  • Demonstrated excellence in time management
  • Must be detailed-oriented, thorough and accurate in the completion of paperwork

SALARY: $61,534.20
