ABOUT CJA 

The New York City Criminal Justice Agency (CJA) is a not-for-profit service and research organization that operates in partnership with the New York City Mayor’s Office of Criminal Justice. CJA is the City’s main pretrial services agency, combining operations, pilot projects, and research under one roof. CJA utilizes procedural justice practices to provide pretrial services to tens of thousands of persons arrested annually in New York City. Information collected about these arrestees and subsequent case processing is maintained in the agency’s databases, which are used to conduct research on case processing, court outcomes, and criminal justice policy in New York City. CJA’s programs operate in the criminal courts and detention facilities 24 hours a day, seven days a week within the five boroughs of NYC, employing over 270 employees, citywide.

CJA provides services and solutions to reduce jail overcrowding and unnecessary detention in New York City. A not-for-profit agency funded through the Mayor’s Office of Criminal Justice, CJA is uniquely positioned to provide the City’s Criminal Justice leaders, policymakers and the public with information, technical expertise, and research about arrest and case processing within the five boroughs of NYC. 

Program Summary

NYCJA’s Information technology team provides strategic vision, leadership, and innovative solutions so that our 280+ staff at 13 locations have the trusted data and applications they need to provide high quality pretrial services and research.  IT staff have a strong customer focus, partnering with business units and stakeholders to pilot new programs, and create custom applications with an eye towards future business needs.   Our dedicated professionals meet challenges head-on by being flexible, expecting change and supporting each other in a culture of mutual respect, trust and teamwork that encourages personal and professional growth. 

Position Summary

NYCJA is looking for an experienced Data Quality Analyst to enhance the accuracy and integrity of our organization's data. You will be performing data analysis, collaborating with developers, data engineers, and business stakeholders to enhance the quality and consistency of our enterprise data.

As the Data Quality Analyst, you will work in an agile development environment, using your knowledge and data analysis expertise to provide reliable feedback and reporting on data trends and issues affecting data quality to inform business decisions and improve systems development and performance.

Primary Responsibilities:

Data

  • Perform statistical tests on large datasets to determine data quality and integrity
  • Collaborate with development teams to improve data collection and storage processes
  • Run data queries to identify data exceptions and develop strategies to clean data
  • Gather data from multiple sources to identify and interpret trends
  • Adhere to best practices in data analysis and collection

Testing

  • Work with development teams to create and refine functional and performance tests
  • Run data queries to identify coding issues, data exceptions and data cleaning needs
  • Create test plans in Azure DevOps, execute plans, logging bugs, user stories as needed
  • Identify opportunities to improve testing methods/strategies
  • Develop and update documentation for QA/QC processes

Reporting

  • Report data analysis findings to management/stakeholders to inform business decisions and system improvements
  • Provide QA/QC support to the department as directed; Prepare and present data, reports, and presentations.

Required Qualifications:

  • 2+ years of data analysis, report generation and data mining experience, including experience working with large data sets and incomplete/missing data
  • Bachelor’s degree in statistics, mathematics, computer science or equivalent experience.
  • Knowledge of statistical methods and tests
  • In-depth knowledge of SQL, MS Excel, Visio, MS PowerBI (or other data visualization tools)
  • Proficient in R and Python
  • Ability to quickly learn new technology, tools, and processes
  • Strong research, analytical, and troubleshooting skills, and the ability to gather and interpret relevant data and information is also required.
  • Very organized with excellent attention to detail and can manage multiple initiatives at one time
  • Strong interpersonal skills, excellent verbal, and written communication skills. Works collaboratively among all levels of staff.
  • Self-motivated, independent worker who proactively follows-up and completes assignments without close management

Desired Qualifications

  • Experience within the criminal justice system desirable.
  • Familiarity with data warehousing concepts and best practices, including Azure data storage
  • Experience with MS Dynamics

LOCATION: Lower Manhattan 

SALARY: $80k-$100

Note: This is  a hybrid role: 3 days in office Tuesday thru Thursday and  2 days remote Monday & Friday. Schedule is subject to change due to departmental needs.
