Core One is seeking a Battle Staff Intelligence Planner SME to support the program. This position requires an active Secret clearance with TS/SCI Eligibility. This position is contingent upon contract award. 

Responsibilities:  

  • SMEs will provide formal periods of instruction for the BST personnel attending the exercise in an academic environment.
  • Intelligence planner shall script the detailed intelligence MSEL injects for release via All-Source, CI/HUMINT, SIGINT, and GEOINT formats and/or interagency intelligence message traffic.
  • Provide consultation and support to the overall G-7 exercise control group (ECG) operations planning process. The intelligence planner will develop the Pattern of Life chart to accurately reflect the sequence of events that would precede any modeling and simulation action to ensure that the exercise objectives are achieved and MSEL is executed in a timely and accurate manner.
  • Continually maintain updated new global environment focus; friendly and enemy tactics, techniques and procedures (TTPs); national security strategy; emerging military doctrine, policy and rules of engagement; political and economic realities; regional, border, human factor developments, emerging state and non-state actors; and Interagency, combined and international force developments.
  • Intelligence planner shall plan, develop and integrate both OPFOR actions and activities consisting of adversary irregular/hybrid threats, and SITFOR (Host Nation/Partnered Forces) political, military, economic, social, information, infrastructure (PMESII) activities and factors into the scenario.
  • Provide formal periods of instruction for the BST personnel attending the exercise in an academic environment.

 

Requirements:

  • Minimum of 15 years as a as an Operations Effects Planner, Intelligence Officer/Chief, Target Information Officer/Chief, or Target Intelligence Officer/Chief (O3-O5; E7-E9, CWO3-5).
  • Well versed in current SOF doctrine and SOF TTPs.
  • Well versed in intelligence support to Marine Corps Planning Process (MCPP), Military Decision-Making Process (MDMP) and/or Joint Planning Process (JPP). Capable of providing formal periods of instruction in an academic environment.
  • 3 years exercise scenario scripting experience in JNTC or service level joint exercise program required. SOF specific, SMU, and/or JSOC exercise scenario scripting experience, desired.
  • Possess a thorough understanding of fundamental CI and HUMINT operations and reporting. Able to produce professional level CI/HUMINT intelligence information reports (IIR).
  • Possess a thorough understanding of SIGINT tactical collections, static tethered collections, direction finding, precision geo-location, geospatial metadata analysis, and national SIGINT collection capabilities.
  • Requires knowledge and understanding of SIGINT time sensitive reporting and be able to write reports such as Tactical Reports and have the ability to replicate professional level products particularly as they pertain to target pattern of life (PoL) and network and nodal analysis.
  • Familiar with exercise planning and execution including the development of training scenarios and Master Scenario Events Lists (MSELs).
  • M.S. in Military/Political Science, International Studies/Policy, Terrorism Studies, operations research, computer science, engineering or equivalent related military experience.
  • TS//SCI Clearance verified in Defense Information System for Security (DISS) and must be cleared per Marine Corps policy for validating and clearing personnel.
  • Prefer experience in both Declared Theaters of Active Armed Conflict (DTAAC) and Outside Declared Theaters of Active Armed Conflict (ODTAAC).
