Pay Range: $71,661 - $93,159 annual compensation

A Management Analyst II job is available with the City of Fort Worth Park & Recreation Department in the Park Operations Division. The Park Operations Division manages the General Fund operations for the Water Gardens; park reservations; contract management (except construction), and grounds maintenance for the city parks, medians, right-of-ways, commercial corridors, tax-foreclosed properties and city-owned properties. This division also manages the Botanical Research Institute of Texas (BRIT) contract, and the Crime Control and Prevention District (CCPD) funded Graffiti Abatement Program.
The successful candidate will have an in-depth knowledge of the principles and practices of governmental policies, finance, management, and budgeting methods and concepts. Performs a wide variety of analytical support duties related to organizational analysis and/or budget preparation and monitoring. Analyzes systems, procedures and operations; designs and implements improved systems, procedures and methods; and performs a variety of analytical and administrative tasks.
Minimum Qualifications:
- Master’s degree from an accredited college or university with major course work in Public Administration, Finance, Business Administration, or related field
- Two (2) years of experience in the analysis of processes, procedures, operations, systems or methods, including experience in the functional area of assignment such as budget/financial management, research analysis or related experience.
Preferred Qualifications:
- Developing and managing operating and capital budget
- Accounts Payable and Purchasing
- PeopleSoft Financials, or similar ERP Financial suites
- Experience of using Questica Budget system
- Advanced Microsoft Word, Excel and PowerPoint skills
- Supervisory experience
- Research, analyze, and evaluate programs, policies, and procedures
- Develop training materials and conduct workshops on improved systems and procedures
The Management Analyst II job responsibilities include:
- Manage the budget development process for Park Operations Division including research, trend analysis, projection of expenditure and revenues.
- Lead the division in decision package submission process and budget blitz preparation.
- Submit budgets utilizing the Questica Budgeting system and coordinate with other divisions and departments to resolve issues.
- Provides a wide variety of analytical and research support; analyzes and makes recommendations for the solution of budgetary, fiscal, or operational concerns and issues.
- Participates in special projects including research of new programs and services, budget analysis.
- Provides oversight into the division purchasing and procurement functions.
- Manage fiscal year-end closing process, reconcile accounts, prepare and submit general ledger and budget journals.
- Supervision of administrative staff including training and administering payroll and performance evaluation.
- Prepare and present various reports and presentations using Microsoft Office products.
- Prepare and route Mayor and Council Communications (M&C) for the division; prepare correspondence and memoranda.
- Conduct cost benefit analysis of the current programs and processes. Facilitate organizational restructuring processes.
- Performs other related duties as required.
