A Senior Budget Analyst position is available with the City of Fort Worth’s FWLab Budget Division. The work undertaken by the FWLab advances the City's Vision to "be the most livable and best managed city in the country" through building organizational capacity to explore, analyze and learn from data that is discoverable via existing and new municipal system and components. Specific systems or components of the FWLab include priority-based budgeting, data analytics and management, comprehensive planning, strategic infrastructure planning, bond program coordination, operational assessments/internal consulting, strategic foresight or futurist studies, departmental strategic planning (FWStat) and Lean Six Sigma.

The Senior Budget Analyst will report to a Budget Manager and perform a wide variety of city-wide analytical support duties related to organizational analysis and/or budget monitoring. The Senior Budget Analyst will perform various analytical and administrative tasks, such as analyzing procedures and operations, and conducting research and data analysis for various departments.

This is a full-time, salaried position offering all City of Fort Worth benefits. Workdays are Monday through Friday, with hours of operation from 8AM - 5PM and up to two remote days per week after completing the probationary period of six months. The Sr Budget Analyst will frequently interact with top management; have a significant impact on city finance; gain deep insight into municipal operations, decision-making, budgeting (operating and capital), financial analysis, and data analysis; and have a meaningful impact on life in the City of Fort Worth.

Minimum Qualifications:

  • Master’s degree from an accredited college or university with major course work in Public Administration, Finance, Business Administration, or related field
  • Four (4) years of experience in budget management, finance, research analysis or related field

Preferred Qualifications:

  • Experience with capital planning and delivery
  • Proficiency with Microsoft Office tool suite.
  • Experience/coursework in municipal budgeting/finance
  • Experience with complex analysis, to include trend analysis, root cause analysis and financial analysis
  • Intermediate to advanced Excel skills
  • Knowledge of analytical tools (i.e. Tableau, Power BI, etc.)

The Senior Budget Analyst job responsibilities include:

  • Develops, monitors and reports on multiple capital and operating budgets of the city’s largest, most complex departments whose budgets may involve multiple and/or complex funds.
  • Participates in development of annual budget book and five-year capital plan.
  • Prepares financial forecasts, identifies possible budget overruns and coordinates with city departments and senior leaders to identify an appropriate solution.
  • Identifies opportunities to realize additional revenue and to cut expenses, conducts detailed analysis, leads budget discussions with department leaders and presents options to senior leaders.
  • Creates ad hoc reports and complex analysis as requested by City Council, senior management, other committees and citizens.
  • Participates in capital planning and projection of multi-year project expenditures; generates capital project expenditure update reports and monitors annual bond sales.
  • Drafts and originates Mayor and Council communications; reviews, revises and updates departmental Mayor and Council communications according to established deadlines; communicates with originating department to clarify concerns or issues and eliminate errors; and prepares appropriation and supplemental appropriation ordinances, as needed.
  • Ensures compliance with financial policies and budget procedures; Prepares appropriations ordinances and annual budget ordinance.
  • In the absence of a Budget Manager, may supervise staff, which may include prioritizing and assigning work; ensuring staff is trained; ensuring employees follow policies and procedures; and, maintaining a healthy and safe working environment.
  • Performs other related duties as required.

Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
