Pay Range: $31.52/hr. - $40.98/hr.

A Neighborhood Program Coordinator position is available with the City of Fort Worth Neighborhood Services Department. The Neighborhood Services Department strengthens families and neighborhoods through social services, community development and affordable housing programs. Neighborhood Services consolidates services and programs that focus on building better neighborhoods and improving quality of life for residents. The Department encompasses housing affordability, housing rehabilitation, administration of state and federally funded programs, and community economic development programs.

The Neighborhood Program Coordinator will implement state and federal programs and grants and coordinate these programs through budgeting, purchasing, contracting, and providing reports and data. In addition, Neighborhood Program Coordinator will prepare plans, reports, studies, and analyses relating to current and long-range neighborhood improvement strategies. Assisting residents and providing staff support to neighborhood associations, boards, commissions, and City Council will be a primary duty.

Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university with a degree in Social Work, Business Administration or a related field
  • Two years of supervisory experience
  • Two years in program/project management

Preferred Qualifications:

  • Experienced and knowledge of HUD grant administration, specifically HOPWA, CDBG, and ESG
  • Experience managing federally grant funded programs
  • Experience drafting and reviewing and executing legal contracts
  • Municipal procurement/purchasing experience
  • Case management experience

The Neighborhood Program Coordinator job responsibilities include:

  • Staff supervision including review of work products, delegation of assignment, performance coaching, completion of appraisals, discipline and hiring/termination as necessary
  • Management of Federal grant funds such as Community Development Block Grant (CDBG), HOPWA (Housing Opportunities for Persons with AIDS) and Emergency Solutions Grant (ESG)
  • Development and tracking of metrics and key performance indicators, for data analysis on grants and projects
  • Program facilitation such as the Tenant Based Rental Assistance (TBRA) and Interventions of Opioid use.
  • Drafting of documents including Mayor and Council communications (M&C), Policy Manuals and Program Guidelines
  • Oversee and manage all aspects of Public Service Agency (PSA) contracts; including but not limited to; compliance with HUD regulations, city and state laws, risk mitigation, and prepare and submit regular monthly, quarterly, and annually reports.
  • Partnering with external non-profit agencies to administer HOPWA funds to sub-contractors including the review of Non-Profit Organization applications for HOPWA funds
  • Drafting, reviewing and executing contracts with internal and external partners, including the provision of contract templates and updates to TRBA program staff
  • Communicating clearly and effectively, both orally and in writing
  • Organizing work projects within a team environment
  • Managing staff to achieve program objectives and departmental goals
  • Effective time management to handle multiple projects simultaneously and meet multiple deadlines

Physical Demand
