Pay Range: $30.31/hr. - $34.85/hr. | $65,563 - $85,232 annual compensation

The Environmental Services Department is seeking to hire a qualified applicant for the position of Senior Contract Compliance Specialist for the Solid Waste Services Division. This position performs a wide variety of complex financial duties related to business operations, contract compliance, organizational efficiency and billing preparation, contract financial monitoring. Customer service Analyzes systems, procedures and operations; draws conclusions and makes recommendations based on the data, designs and implements improved systems, procedures and methods; and performs a variety of analytical and administrative tasks.
Minimum Qualifications:
- Bachelor’s degree in public administration, business administration, finance or a related field
- Three (3) years’ experience preparing and monitoring contracts and financials related to community programs.
- Valid Driver’s License
Preferred Qualifications:
- Strong Excel/PowerPoint skills
- Experience with billing/financial monitoring
- Supervisory Experience
- Experience in budgets, purchase orders and invoice payments
- Grants experience preferred
- Proficient in Database use such as Peoplesoft (Oracle), ISM, Microsoft Office apps.
The Senior Contract Compliance Specialist job responsibilities include:
- Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary decisions or recommendations.
- Assists in development and management of contract tracking database and related information; and assists in improvement, restructuring and maintenance of the contract filing system.
- Works with Legal department in leading and overseeing the development and improvement of standardized agreements; and assists in policy and procedure development and improvement.
- Reviews revenue, expenditures and balances for all accounts; analyzes expenditures to ensure transactions are accurate and appropriate; examines purchase requests; and maintains, reviews and monitors financial records and requests for payments.
- Provides administrative support to the department; receives and responds to requests for information; compiles year end reports on vendors; and administers, implements and manages contracts and other department initiatives.
- Compiles and analyzes data for audit; presents findings; reports discrepancies; and makes recommendations for corrective action.
- Conducts routine program monitoring; audits inventory, and prepares contractor monitoring reports.
- Write Informal Reports (IR) and Mayor & Communication (M&C) documents for Council information and approval as needed.
- Reporting of billing to contractors and oversees residential billing.
- Performs other related duties as required.
