Pay Range: $122,187 to $165,000 annually compensation

The City of Fort Worth Development Services Department seeks to fill a key leadership role: Senior Capital Projects Officer (SCPO) to oversee the Stormwater and Transportation sections of Development Services. This position reports to the Assistant Director of Development Services – Infrastructure Division.
As a key organization leader, this role works with the Mayor, City Council, City Manager’s Office, and other high-level public/private stakeholders to develop and implement strategic collaborative programs, projects, and initiatives to better the City of Fort Worth. Typical work activities include team leadership, divisional and departmental budget development. The successful candidate will manage a division of skillful Engineers and Engineering Technicians responsible for plan review, contract management, and public infrastructure delivery for drainage and traffic needs as it relates to new development.
Minimum Qualifications
- Bachelor’s Degree from an accredited college or university with major coursework in project /program management, engineering, landscape architecture, planning, public administration, business administration, or a related field.
- Five (5) years of administrative and supervisory experience preferably within a local government environment.
Preferred Qualifications:
- Microsoft Outlook, Word, Excel, and PowerPoint skills.
- Collaborative and organized work style.
- Business/strategic plan development.
- Seven (7) or more years of in-depth knowledge of and experience in Project Management.
- Highly conversant with general civil engineering fundamental principles, practices, and techniques.
- Identifying and tracking key metrics and performance goals.
- Prior experience with engineering, transportation or drainage design and construction.
- Seven (7) or more years of work experience in local government initiatives or projects, either as a public sector employee or private consultant preferred, including project management experience (scoping, budgets, schedules, and contract administration.
- Demonstrated success in evaluating and streamlining processes to optimize service delivery.
- Possess and encourage a solid organizational customer-service ethic.
- Ability to efficiently distill complex processes and technical matters to develop practical and actionable plans.
- Proven experience and skill in personnel management.
- Management and leadership experience in developing talent and building high-performance teams.
The Sr. Capital Project Officer – Stormwater and Transportation responsibilities:
- Coordinates the operations and activities of employees to drive efficiency and optimize service delivery to meet community needs.
- Overseeing staff and personnel.
- Prioritizing tasks.
- Performing and displaying customer service related tasks.
- Review processes for potential improvements to related service deliveries.
- Overseeing special and miscellaneous projects.

Physical Demand
Sedentary Work – Depending on assignment, positions in this class typically exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or or constantly having to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met
