A Police Oversight Analyst job is available with the City of Fort Worth – Office of the Police Oversight Monitor (OPOM). The OPOM provides civilian oversight of the Fort Worth Police Department (FWPD), and is seeking a collaborative and innovative leader to conduct policy analysis, research, writing, and data review in support of modern criminal justice reform initiatives.
OPOM has been tasked with promoting public confidence in the professionalism and accountability of the sworn staff of the FWPD, and it is accomplished by independent review and monitoring of citizen complaint investigations and use of force incidents; recommended changes to departmental policy, procedures, and practices; audits of departmental practices including data review and analyses; collaboration with the FWPD on problem-solving efforts to address root causes after the identification of patterns; mediation efforts; and conducting on-going community-police engagement outreaches as well as dissemination of information regarding OPOM and its activities including periodic reporting. These responsibilities are essential to reduce alleged police misconduct incidents and improve relationships between the community and FWPD. OPOM is also tasked with providing a recommendation to the City Administration and City Council on a community oversight model. The ideal candidate will be a highly motivated team player proficient at project management, multi-tasking, and working independently with a proactive work attitude.
Minimum Qualifications:
- Bachelor’s Degree from an accredited college or university with major coursework in Public Administration, Criminal Justice, Business Administration, or a related field.
- Must pass CJIS Fingerprint Background Screening
Preferred Qualifications:
- Experience conducting criminal and administrative misconduct investigations and interpreting evidence
- Experienced with benchmark and policy analysis, analytical research and writing, offering conclusions and recommendations
- Understanding of the City of Fort Worth’s ethnic and socio-economic diversity and experience working with and valuing the perspectives of diverse groups and individuals.
- Commitment to social justice equity
- Experienced with database management
- Fluency in English and Spanish is strongly preferred
The Police Oversight Policy Analyst job responsibilities include:
- Maintains knowledge of the FWPD General Orders, Standard Operating Procedures, Tactical Guides, Training Bulletins, and best practices in policing and police operations.
- Drafts detailed reports summarizing findings from analysis of Internal Affairs reports, highlighting trends in police behavior, use of force, and misconduct.
- Prepares informed recommendations to leadership on discipline, and training based on specialized knowledge.
- Maintains awareness and knowledge of local, state, and federal legislation, ordinances, and agreements that affect law enforcement operations and practices.
- Participates in special projects including research of local, state, and federal legislation, ordinances, and agreements that affect law enforcement operations and practices.
- Researches policies on promising law enforcement practices and works as a part of a team in assisting with policy analysis that is informed by a review of those practices and customs of law enforcement.
- Processes complaints/commendations and compiles data for the office related to complaints/compliments, contacts, inquiries, use of force, and critical incidents. This includes demographic data for involved individuals.
- Drafts periodic reports on the data analysis conducted. These reports may include tables, charts, and graphs depicting the data analysis.
- Drafts well-written work products, including policy briefs, research memoranda, and presentations that clearly describe complex analyses and policy recommendations.
- Effectively and consistently communicates about OPOM and its bodies of work to internal and external stakeholders.
Working Conditions
Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class.
