A Management Analyst I job is available with the City of Fort Worth Neighborhood Services Department for our Compliance & Planning Division. This position will be responsible for coordination of regulatory compliance requirements for Environmental Review of city-sponsored housing and community development projects. The Management Analyst I performs essential duties related to implementation of the City’s Community Development Block Grant and HOME Investment Partnerships Grant programs, by coordinating all aspects of National Environmental Protection Act (NEPA) compliance. 

This includes tracking the status of projects, prioritizing activities, researching applicability of environmental standards or requirements, and working collaboratively with multiple internal and external customers to ensure adherence to City and HUD procedures.  This position will also be responsible for processing grant drawdown requests utilizing the HUD Integrated Disbursement and Information System (IDIS), tracking expenditures for budgetary and planning purposes and assisting Senior Planner with monitoring and reporting of department programs, status reports, and accomplishments.  The position may also be assigned other research and analytical duties, related to grant planning and reporting, program development, project financial analysis, organizational analysis, and data analysis.

This is a 2-year grant funded position.

The Management Analyst I job responsibilities include:

  • Review of activity or project scopes of work to ensure completeness and consistency with city and HUD standards.
  • Preparation of public notices, internal memoranda, HUD-required forms, written reports, spreadsheet analyses, and program schedules.
  • Training of internal and external customers on City and HUD policies and procedures.
  • Processing of IDIS drawdown requests for HUD grant expenditures.
  • Monthly budget and project status reports.

Minimum Qualifications:

  • Master’s Degree from an accredited college or university with major course work in Public Administration, Finance, Business Administration, or related field

Preferred Qualifications:

  • Principles and practices of HUD Environmental Review and Assessment; HUD grants, reporting and processes; HUD Integrated Disbursement and Information System
  • Peoplesoft Financials, Neighborly and Shah software
  • Knowledge and experience working with federal regulations
  • Excellent communicator and strong communicator
  • Customer Service experience

Conditions of Employment
