Title: Lead – Learning Intake & Strategy Consultant

Requirements:

The contractor, in collaboration and close team work with other contractors, will support the National Geospatial-Intelligence College (NGC) across several categories, to include:

  • Learning Outreach
    • Establish and maintain partnerships with academia, industry, and other government agencies in support of establishing and implementing new learning solutions.
    • Support the acquisition and implementation of the GEOINT Learning through Academic Programs (GLAP) from external providers/vendors.
    • Manage the coordination and administration of learning events acquired from external providers/vendors.
  • Stakeholder Engagement
    • Educate stakeholders on Learning Outreach processes, capabilities, and learning solutions acquisition strategies as a means of satisfying different learning needs.
    • Foster NGC partnerships and relationships with external entities to advocate, promote, and/or further NGC’s corporate strategies/goals.
    • Prepare documentation, facilitate and support discussions at internal and external meetings such as, but not limited to monthly Vetting Body meetings, Information Sessions, and related Working Groups.
    • Work to expand participation in the GLAP by fostering relationships with external entities, whether through marketing or advertising sessions.
  • Market Research and Solution Identification
    • Research and identify government-off-the-shelf (GOTS) learning solutions to address validated and/or emerging learning needs and provide a formal report of their findings.
    • Participate in targeted issue or theme-specific activities related to training/education transformation activities.
    • Communicate information on identified learning solutions to the NGC Subject Matter Expert, stakeholders and other relevant audiences and verify that the identified solution is the best fit for the learning need.
    • Provide all necessary support for the development of white papers, briefings, reports, and other documents for presentation to stakeholders, subject matter experts, NGC, HD, and NGA leadership that support partnerships with academia, industry, and government agencies
  • Learning Event Management, Execution, and Governance
    • Perform all of the services related to the execution of virtual and inperson learning solutions acquired from external providers involving courses, workshops, and seminars at all levels of classification.
    • Develop plans, procedures, and processes for the execution of external learning events and support any associated working groups committees or communities of practice.
    • Provide the necessary support for the design, development, and maintenance of various Learning Outreach communications (to include branding and templates) and coordinate advertisements for Learning Outreach Programs.
    • Maintain Learning Outreach program information, course details, all course enrollments, and session information in the NGA PeopleSoft application/NGA PeopleSoft catalog and schedule virtual or in-person, classroom-based training sessions.
    • Track event registrations, communicate registration information to the Government, external providers, customers, and track every event attendance.
    • Provide the Government with course assessment analysis for every executed course.
    • Design, develop, disseminate, and maintain marketing insight surveys.
    • Track and maintain accurate annual and fiscal programmatic data regarding the GLAP program via dashboards.
    • Regularly analyze data and provide guidance on future improvements to the program based on this data. Also, the Contractor shall utilize analyzed programmatic data to generate mid-year and end of year program analysis.
  • Innovations
    • Coordinate interactions between NGC components and their counterparts in industry, academia, and government to identify and report on emerging trends, best practices, and innovations for NGC to leverage.
    • Provide all necessary assistance to the Government in the development and updating of short and long-term strategies to modernize and advance NGC, based on a broad knowledge of learning solutions and technologies.
    • Provide all necessary support for the innovations presented during government specified PMRs.
    • Act as the central authority for a quarterly innovation briefing in which they coordinate and assist other functional areas across NGC in the creation and presentation of a recommended innovation.
  • Governance, Policy, and Modernization
    • Support development and maintenance of governance documentation, CONOPs, policy, templates, communication plans, and procedural documentation
    • Maintain a file of team governance documents that include standard operation procedures, guides, plans and other documentation on a regular basis, including an annual content review.
    • Assist the Government in modernizing the Learning Outreach functions and business processes.
    • With government approval of concept and approach - provide coordination with technical experts and NGC staff for execution of approved recommendations.
