The Opportunity:

At FOS, it’s all about the people. With exceedingly low turnover rates, we’re constantly growing, and that’s where this new opportunity comes in – for a JOC (Job Order Contracting) Program Manager. In this position, the ideal candidate will help our clients implement job order contracting solutions through the Simplebid™ platform. The JOC Program Manager will streamline the process and align our services with the client’s unique requirements. Primary responsibilities will include providing training and support while sharing knowledge of JOC as a procurement method to help owners build a stronger relationship with contractors, improving construction speed and overall project satisfaction.

Your Responsibilities:

  • Prepare and maintain detailed schedule of activities to accomplish procurement objectives within a set time period for clients
  • Implement and adhere to project procedures from project identification, assistance in overseeing the development and review of project scope of work, proposal review, ensuring contract compliance, through notice to proceed and construction execution necessary to accomplish a specific objective for various Job Orders
  • Review construction plans and specifications with a depth of knowledge in conducting a comprehensive price proposal review, as well as create and review detailed construction line-item proposals
  • Execute a hands-on training program for our Simplebid™ software platform including a comprehensive training/reference manual with sample work orders, flow charts, and forms
  • Conduct all required training courses to ensure staff and contractors are trained on our proprietary web-hosted software, unit price book and technical specifications
  • Aid in the interpretation of our unit price book, resolve unit price book issues, and manage revisions
  • Facilitate program meetings and informational seminars
  • Prepare and conduct orientation briefings for client departments and other interested parties. Attend Contracting Entity meetings and conferences
  • Coordinate the JOC program with various departments including local, state, and federal agencies
  • Organize and manage conferences to communicate general operating and organizational concepts
  • Monitor and manage the performance of the program including identifying and consulting on major program issues, conduct annual on-site reviews of the program, prepare program evaluations, conduct periodic reviews of the concepts, performance, and effectiveness of the program
  • Develop documentation and statistics regarding elements of the concept execution for senior management review and evaluation
  • Communicate with clients and internal team members to ensure projects are completed on time and within budget
  • Initiate communication with existing clients, contractors and future clients and contractors, acting as an ambassador for FOS
  • Organize, outreach and host contractor outreach events to inform, educate and excite the contracting community regarding Simplebid™ and JOC
  • Have the desire and drive to listen to clients, listen to their problems and concerns and provide advice to assist in their pain points

Required skills and experience:

  • Bachelor’s Degree in Engineering, Architecture, Construction Management, or a related field preferred, but not required
  • 5+ years of contract administration, municipal solicitations, construction procurement, field construction management, or general contracting related experience involving supervision of Tenant Improvement/Renovation projects
  • Extensive knowledge and experience in commercial public construction operations, pricing, and contracting, including scope development and estimating/price proposal development
  • Prior experience working in a client-facing Superintendent or Project Manager role a plus
  • JOC (Job Order Contracting) experience and comprehensive understanding of various public procurement and project delivery methods is preferred
  • Strong interpersonal, written, and verbal communication skills in addition to skills in the Microsoft suite, specifically Word and Excel; ability to generate custom documents and reports
  • Self-motivated and ability to work well in independently in a strict deadline-oriented environment
  • Knowledge of the A/E/C industry is a plus
  • Ability to travel up to 50% within assigned geographic area
