Our mission is to advance access and equity through human-centered services. We partner with governments and like-minded organizations to design and build digital services that improve people’s lives. We help our partners build internal, sustainable capacity to transform how they do business.   

We partner with state, local, and federal governments, nonprofit organizations, and other companies delivering critical services to help research and design how to improve technology improvements. Current projects include: reforming government hiring processes, empowering internal teams to diagnose and respond to agency challenges, better unemployment service delivery, improving access to behavioral health services, and improving services for youth in foster care…just to name a few.

We’re a fully remote team, and we’re deliberate about building a team culture in a distributed context. We also place a lot of value in in-person meet ups — to conduct research, collaborate with partners, and meet others on the team.

Reporting to the Chief Experience Officer (CXO), you will be a member of the leadership team and have one direct report.

About the role

We’re looking to add an experienced Director of People to oversee and lead all aspects of our People (HR) team. Drawing from your Director-level (or equivalent) experience, you will design and deliver HR/People systems, programs, policies, and initiatives. We are deeply committed to continuously improve diversity, equity, inclusion and accessibility (DEIA) and you would lead our DEIA roadmap. You would also be responsible for the full talent lifecycle from talent acquisition to onboarding, employee engagement, performance management, learning and development, and offboarding.

Bring a strategic people-focused lens to Bloom’s leadership 

  • Create a People strategy that supports Bloom's mission and desired outcomes
  • Provide strategic direction and support to the executive team on all people-related matters
  • Align people, process, and systems with the vision and strategy objectives
  • Regularly review our organizational design to ensure its continually supporting our business objectives
  • Ensure that all People (HR) workstreams or programming ladders up to the People strategy

Own all People (HR) workstreams, policies and programming 

  • Design (or re-design if needed) all People workstreams including but not limited to: talent acquisition, onboarding, performance management, professional development, engagement, compensation and benefits, employee relations and company-wide programming
  • Ensure organizational policies, procedures, and handbooks are kept updated, reflecting changes in laws and comprehensive needs — and effectively communicate all changes to the company
  • Counsel and advise Bloom staff members on a wide variety of sensitive personnel issues (e.g., development, hiring, promotions, leave, etc.)
  • Provide all necessary or required training on key policies
  • Identify the need for, and deliver company-wide training and culture-building programming
  • Work with our leaders to provide employees with development opportunities

Support the employee experience and help Bloom be a diverse and inclusive place

  • Own and deliver our DEIA roadmap and goals
  • Collaborate with leadership to embed DEIA principles throughout the organization’s culture
  • Build programming to continuously learn and grow from unconscious and systemic biases
  • Create recruitment pipelines that result in diverse candidate pools
  • Champion inclusive and equitable hiring practices
  • Ensure that there are equal opportunities for advancement across the organization while balancing the steady growth of the company
  • Measure and report on progress toward DEIA goals

Run our project-based resourcing process 

  • Working closely with our functional area Directors, help assess the hiring needs for contractors and full-time hires on an ongoing basis 
  • Serve as the point person for hiring actions, talent communications, and the talent journey for contractors and fulltime hires (talent acquisition, onboarding, offboarding, etc)
  • Leverage data for strategic decision-making using our tools (ex: Harvest, Airtable, Greenhouse, etc)

Be a strong leader to our People team and beyond

  • Set your direct report up for success with clear roles and responsibilities
  • Lead by example with no job too small or too big
  • Set clear priorities for your team and make sure to communicate early and often when these priorities shift (and explain why)
  • Look for growth opportunities for your direct report on an ongoing basis
  • Provide regular feedback to your direct report as well as others in the organization
  • Communicates clearly and effectively across the company on all matters of People and culture

We’re excited about you because you have/are…

  • Experience as a Director-level (or equivalent) leading People or HR teams, with demonstrated progressive advancement
  • Experience overseeing people operations (or HR), including compensation and benefits, employee relations, retention, and workplace experience in a remote-only culture.
  • Experience in implementing and leveraging people analytics software to drive insight into team and individual performance
  • Experience supervising staff and managing distributed teams
  • Experience leading DEIA efforts
  • Excellent verbal and written communication skills, including exceptional conversational, facilitation, and presentation skills
  • Excellent interpersonal and conflict resolution skills
  • Strong analytical and problem-solving skills
  • Able to prioritize tasks and to delegate them when appropriate
  • Able to act with integrity and confidentiality
  • Thorough knowledge of employment-related laws and regulations
  • Proven experience in both start-up and mid-sized organizations, with a demonstrated ability to successfully navigate and manage transitions as organizations scale from start-up to mid-size.
  • Civic/ public interest tech experience is a bonus

Compensation

Salary: $170,000-$185,000 / year USD depending on competency level.
