We’re looking for an engagement manager (EM) to work with clients and teams to design and deliver on projects that advance access and equity in government digital services. 

EMs work closely with Project Operations, Bloom’s leadership, and Business Development to shape portfolios of work and the strategy behind where we go next, as well as supporting our Product and Delivery Managers and project teams as they deliver work. We’re still shaping Bloom, and you will have a seat at the table.

In this role, you will: 

Shape the work

Partner with Bloom’s clients to take engagements from amorphous origins to project kickoff by building the team, defining our approach, identifying deliverables, and aligning the team around that plan. You will:

  • Advise clients by translating goals and needs into roadmaps, teams, and budgets
  • Set up statements of work, contractor agreements, teaming agreements, and staffing for your projects, with support from our project operations team
  • Clarify and communicate project risks and expectations 
  • Shape work with an equity lens, identifying how our work can meaningfully help make government services accessible and impactful for those who need them most
  • Maintain documentation to facilitate team and client onboarding
  • Uphold and improve upon Bloom’s mission and values in the spaces that we work, especially as needs and circumstances change
  • Be an informed thought partner to our clients, designing the work to meet their goals while acknowledging their context and constraints
  • Ensure that all team members, including subcontractors, use Blooms norms, methods, and values in the work

Support project delivery

Once work begins, you’ll play a crucial role in supporting the team and liaising with the client. As a thought partner to the project team and Product and Delivery Manager, you’ll partner with them on the execution of the project plan, content, format, and storytelling. You will:

  • Review deliverables early and often, providing input and guidance based on the big picture and inclusivity and equity of the work
  • Manage staffing as it relates to your project work with support from practice area directors and other engagement managers to ensure you have the right skill sets and capacity on your project team
  • Strive for diverse representation in how we show up for each other, our clients, and externally
  • Manage project budgets, including tracking hourly “burn” and budget projections
  • Continuously identify more effective and inclusive ways of working
  • Create reusable resources to improve efficiency and consistency across projects
  • Thoughtfully and collaboratively calibrate your support for the team based on the team’s and client’s needs
  • Attend key meetings such as weekly syncs, kickoffs, or other major milestones
  • Connect practices and approaches used in other contexts across projects
  • Communicate strategic decisions clearly and support the team through ambiguity
  • Work with practice area directors to mentor members of the team, providing regular feedback and professional development support

Beyond individual project work, you’ll look broadly at how Bloom’s strengths can deliver better outcomes and expand Bloom’s impact. You will:

  • Work with the business development team to create new opportunities in the context of a constantly changing Public Interest Technology landscape 
  • Participate in ongoing talent recruitment as it supports our organizational needs
  • Scope potential work, including building budgets for both new and follow-on work.
  • Meet with current and future clients to build relationships that go beyond individual engagements. Seek to understand their capacity, organizational constraints, and aspirations for their services and products.
  • Push Bloom to continuously make our practices, project outcomes, and overall portfolio more equitable and impactful for those who have been historically underserved and underrepresented.
  • Find ways to deliver more value through our portfolio and Public Interest Technology connections.
  • Own and/or support specific program areas in our portfolio to find, shape, and deliver impactful work in those spaces, as well as grow our capability in that area
  • Document our wins, fails, and approaches out in the world.

We’re looking for

  • At least 7 years of professional experience in a relevant field, such as consulting, government, or public interest technology
  • At least 4  years of leadership experience managing people or teams
  • At least 2 years experience managing client relationships in a consulting context, including with high stakes clients
  • Experience working in government technology or the public interest technology space
  • Ability to create and support inclusive, trusting teams
  • Exceptional written and oral interpersonal and communication skills
  • Experience managing multiple projects, meeting deadlines under pressure, and leading distributed teams
  • Demonstrated ability to maintain a calm, measured, and pragmatic approach in the context of a rapid flow of communication and a quickly changing environment
  • Experience working in an agile, iterative way, and a good command of building, assessing, and delivering technology
  • A demonstrated ability to give, receive, and make improvements based on feedback 
  • Familiarity with writing contracts and managing budgets

Compensation and benefits 

Annual compensation: $145,000 - $170,000 based on experience
