LEAD PROJECT MANAGER
Accenture Federal Services, in partnership with Anser Advisory (an Accenture company) is looking for a Lead Project Manager to join our growing Utility teams on a multiphase, 6-year project. This project will make improvements to the electrification system to an area that extends 18 miles through Southeast Pennsylvania along 17 rail stations and includes full project and construction management of new transmission Lines, Electric substation rebuilds, and Electric overhead catenary wire replacement.
The Lead Project Manager shall serve as the senior management of the Services and shall be responsible for the overall Services activities, schedule, budget, and direction and coordination of the PM/CM staff. The Project Manager shall manage and coordinate the activities of the Construction Managers and other Key Personnel of the PM/CM staff. The PM will ensure adequate resources are available for the Project, handle contractual matters, and be the main point of communication for a regional transportation client. You will have significant skill in managing large teams completing work at multiple project locations, with multiple teams and field offices. You will also have strong and heavy civil and railroad construction on active ROW.
Here's what you need:
- A bachelor’s degree or similar level of experience in an Engineering, Architectural, Construction or Project Management field and shall have extensive work experience in similar types of projects of similar scales.
- At least eight (8) years in Project Management of rail/transit projects of similar scope and complexity.
- Significant skill in managing large teams completing work at multiple project locations, with multiple teams and field offices.
- Strong and heavy civil and railroad construction on active ROW.
- Must be excellent in stakeholder management including EOR, Construction Contractor, Subcontractors, Regional rail, public transportation and Railroad labor forces.
- Strong project management skills including scope, budgets, estimates, schedules, and project control.
- Must be proactive in addressing budget and administrative related problems, shows strong change control and budget management skills.
- Strong conflict resolution, negotiation, technical and project coordination skills.
- Strong written and verbal communication skills.
- Proficient in the use of personal computer and office software, such as Microsoft Word, Excel, Power Point, Outlook, and Adobe Acrobat Professional.
- PMP Certification required.
- Maintain a valid Driver's License throughout the Contract Term.
Preferred Qualifications:
- Registered and current Professional Engineer License in State of Pennsylvania.
- Experience as an owner’s representative for the overall management of design and construction of at least one major (>$300M) design-bid-build project.
- Demonstrated experience managing a Contractor on behalf of an owner for the construction of Railroad ROW.
- Demonstrated railroad construction experience over multiple active railroad tracks in highly space constrained environment.
- Experience managing and coordination of designs and construction of passenger train infrastructure systems in electrified territory including overhead catenary systems, power transmission lines, substation, communications and or similar.
- Knowledge of Pennsylvania rail operations including Regional Transportation client plans and procedures
**Work location is 100% on site in Southeast Pennsylvania.

The base pay range for this position in these locations is shown below.
